PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, April 1, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />proposed ordinance to establish regulations for towers and antennas. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Commissioner Paul Holland <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br />Community Development Intern Kirk Skoog <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 10:12 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Joe Wivoda, 7700 - 1678th Avenue NW, Ramsey, stated that he saw the public hearing notice in <br />the Ramsey Resident Newsletter and he is an amateur radio operator. He stated that the <br />ordinance looks pretty good but he has one concern with the amateur radio portion. He stated <br />that the FCC has defined amateur ham radios as a public service and operators are licensed by the <br />FCC. He said it appears to him that the ordinance only establishes regulations for commercial <br />towers in residential districts and it appears that amateur radio towers are specifically excluded. <br />He would like an amendment that establishes the regulations for towers that support amateur <br />radio uses. Mr. Wivoda stated that the City can limit where the amateur towers go and their <br />height. The concern he has is that towers shall only be allowed in certain residentially-zoned <br />areas and would he need a conditional use permit for his small tower. <br /> <br />Commissioner Deemer felt that Mr. Wivoda was reading the wrong section of the ordinance and <br />that Section 9.15.17 dealt with private use towers. <br /> <br />Chairperson Bawden stated he is a ham radio operator and he is not concerned with the ordinance <br />but the Planning Commission would take Mr. Wivoda's concerns into consideration. <br /> <br />Planning Commission/Public Hearing/Tower/April 1, 1997 <br /> Page 1 of 4 <br /> <br /> <br />
