PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a regular meeting on Tuesday, April 1, 1997, at
the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota,

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer

Commissioner
Commissioner
Commissioner
Commissioner

Sharon Jensen
Charles LaDue
Michael Terry
Bradley Thorud

Members Absent: Commissioner Paul Holland

Also Present:

City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich
Community Development Intern Kirk Skoog

CALL TO ORDER

Chairperson Bawden called the regular meeting of the Planning Commission to order at 7:31
p.m.

CITIZEN INPUT

City Attorney Goodrich stated that the validity of the latest Comprehensive Plan amendment has
been raised and City Council has taken this question seriously. In response, the Council has
directed staff' to review that issue and staff expects to have a report to City Council on April 8,
1997, relating to the Comprehensive Plan and related zoning actions. Mr. Goodrich stated that,
in addition to researching these issues, the Council is considering adopting a moratorium on
residential development in the City pending certain studies dealing with the Comprehensive Plan.
The Council has tabled the moratorium ordinance until April 8, 1997, at which time they will
receive a report on the Comprehensive Plan and related zoning issues. The Council is concerned
that the Planning Commission is aware of the pending moratorium ordinance but because they
have not adopted it yet, there is little that the Planning Commission can do relating to certain
land use applications. Mr. Goodrich noted that, contrary to a recent article in the Anoka Union,
which indicated that the Planning Commission could table cases brought before them, this
course of action is the opposite of what he said at the Council meeting.

Planning Commission/April 1, 1997
