<br />ORDINANCE #07-17 <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 5 WHICH IS KNOWN AS THE MUNICIPAL <br />REGULATIONS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />AN ORDINANCE ADDING SECTION 5.20 (MIXED MARTIAL ARTS) TO THE CITY <br />CODE <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This ordinance is adopted pursuant to and under the authority of the Charter of the City of <br />Ramsey. <br /> <br />SECTION 2. AMENDMENT <br /> <br />Chapter 5 of the City Code is amended by addition of the following Section 5.20. <br /> <br />5.21 MIXED MARTIAL ARTS <br /> <br />5.21.01 Purpose. The purpose of this section is to prevent the practice of non-licensed <br />Mixed Martial Arts as defined below. The City Council finds that the practice of non-licensed <br />Mixed Martial Arts is dangerous and puts individuals and the public health, safety and welfare at <br />great risk. <br /> <br />5.21.02 <br /> <br />Definitions. <br /> <br />Subd. 1. Mixed Martial Arts is any activity, regardless of how named or described, or any <br />form of entertainment, where the primary practice involves individuals in physical activity by <br />striking the opponent with hands, head, feet or body. This shall include, but not limited to, any <br />event where kicking, punching, martial arts or submission holds are permitted by the licensing <br />authority. <br /> <br />Subd. 2. Officially Licensed Mixed Martial Arts is defined as an activity which has been <br />sanctioned and/or licensed by the State of Minnesota Boxing Commission <br /> <br />5.21.03 Prohibited Conduct. It shall be unlawful in any public or private place to <br />organize, permit, be present at, or to participate in the practice of a non-licensed Mixed Martial <br />Arts event. Officially Sanctioned and/or licensed boxing, martial arts, wrestling and team sports <br />in which physical conduct is incidental to the primary purpose of the game, such as hockey, <br />basketball, volleyball, soccer, baseball and softball, are not included among activities prohibited <br />by this section. <br /> <br />Ordinance #07-17 <br />Page 1 of2 <br />
