PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Wednesday, January 10, 1996
at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear
input regarding a request to rezone certain property from Industrial to R-1 Urban Residential; case
of Good Value Homes.

Members Present:

Chairperson David Bawden
Commissioner Ben Deemer
Commissioner Paul Holland
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Also Present:

City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:49 p.m.

PRESENTATION

Zoning Administrator Frolik reported that Good Value Homes is in the process of platting
Pondview. The plat consists of approximately 85 acres located east of Ram~ey Boulevard and
north of Industry Avenue, and is proposed to be platted into 148 single f~nily lots. The property
is currently zoned Industrial and, therefore, needs to be rezoned residential.

CITIZEN INPUT

Terry Hendriksen, 15631 Ramsey Boulevard N.W. - commented that his fa'st reaction was that
residential is preferable to industrial. However, recalling the Planning Commission's review of the
Comprehensive Plan, he stated it was their intent to zone this area business warehouse in order to
serve as a buffer between C.R. #116's uaffic and the residential area to the north. He felt that such
would accommodate the neighbors' fears of getting a steel mill next to them. He remarked that
putting high-density residential in this area would also make it difficult to extend C.R. #116 as
outlined in the upcoming Comprehensive Plan Amendment. Mr. Hendriksen stated that it makes
sense to have commercial property. He reminded the Planning Commission of the planning error
which occurred with the development of Flintwood Hills, stating that after placing high density
residential along Thurston Avenue, the Traffic Plan could not be implemented because the
residential area wouldn't have it. He reiterated that the Traffic Plan for C.R. #116 would be much
more difficult to implement if this down zoning is allowed. Mr. Hendriksen recommended
"caution before rezoning and definitely before approving the preliminary plat."

Commission Deemer remarked that the comparison of C.R. #116 to Dysprosium (Flintwood Hills)
is out of context because the houses on Dysprosium had direct access to the affected route whereas
the houses in this development will not have direct access to C.R. #116.

Public Hearing/Planning Commission/January 10, 1996
Page 1 of 2
