PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Monday, March 4, 1996 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request to rezone certain property from Industrial to R-1 Urban Residential; case of <br />Good Value Homes. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:42 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained that Good Value Homes submitted a request to rezone the <br />proposed plat of Pondview from Industrial to R-1 Urban Industrial. The plat consisted of 149 lots <br />on approximately 85 acres located east of C.R. #56 and north of C.R. #116. On January 10, <br />1996, the Planning Commission conducted a public heating and recommended approval of the <br />rezoning, and that recommendation was forwarded to City Council on January 23. The ordinance <br />was introduced by a 3 to 2 vote (adoption would require a 4/5 vote). Councilmembers Beyer and <br />Zimmerman were concerned that the development proposal and rezoning would have an adverse <br />impact on the City's inventory of industrial property. The Councilmembers requested verification <br />of a Council motion directing that the new land use map should target property on the north side of <br />C.R. #116 for residential uses, and numbers to show that the rezoning would not have an adverse <br />impact on Ramsey's inventory of industrial property. On February 13, Council was provided this <br />information, and also at that time, the developer submitted a revision to the proposed rezoning that <br />would reduce the number of residential lots to 135 and retain a strip of induslrial property adjacent <br />to C.R. #56. After some discussion, Council passed a motion to send the rezoning case back to <br />the Planning Commission to review the revision. <br /> <br />CITIZEN INPUT <br /> <br />Commissioner Deemer introduced a videotape of the City Council's February 13, 1996 meeting to <br />be attached to the record herein until such time as the minutes for that meeting are complete. <br /> <br />Craig Bridges, 7100 149th Lane N.W. - inquired as to the size of the lots. <br /> <br />Chairperson Bawden replied they were 10,000 square feet, or approximately 1/4 acre. <br /> <br />Public Hearing/Planning Commission/March 4, 1996 <br /> Page 1 of 2 <br /> <br /> <br />
