CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council reconvened its meeting of Tuesday, August 13, 1996, on Wednesday, <br />August 14, 1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Wake Smith <br />City Attorney William Goodrich <br />City Engineer Steve Jankowski <br />Public Works Supervisor Merle Mevissen <br />Public Works Maintenance Worker Gregg Belsaas <br />AFSCME Business Agent Luanne Koskinen <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin reconvened the Council meeting at 5:15 p.m. <br /> <br />Personnel Case //6: <br /> <br />Consider Possible Disciplinary Action <br /> <br />Attomey Goodrich explained that the reason for this meeting is to discuss possible disciplinary <br />action concerning Gregg Belsaas. Mr. Belsaas has the option of having this meeting closed or <br />open and he (Goodrich) understands that he (Belsaas) wants the consideration closed. <br /> <br />Gregg Belsaas agreed that is correct. <br /> <br />Mr. Goodrich continued that if the City Council decides that disciplinary proceedings are <br />warranted, then the discipline action taken will be stated at an open meeting. <br /> <br />Luanne Koskinen agreed that is correct. <br /> <br />Mayor Hardin closed the meeting at 5:17 p.m. <br /> <br />Mayor Hardin resumed the open portion of the meeting at 5:45 p.m. <br /> <br />Ms. Koskinen stated that they (she and Belsaas) already agreed that some discipline is necessary. <br />She suggested that he has been suspended almost for two weeks now and he would agree to take <br />the drug test tomorrow. He should then be able to return to work tomorrow. <br /> <br />Ms. Waite Smith stated that the president of the testing firm the City contracts with reminded her <br />that Belsaas would have to be referred for treatment, evaluated and monitored. It would be <br />impossible for him to return to work tomorrow regardless of what Council determines should be <br />done. All employees with a commercial driver's license are made aware of this mandatory <br />drug/alcohol testing. She explained that the City can be fined up to $10,000 for failure to comply <br />with this testing.
