PUBLIC HEARING <br />BOARD OF ADJUSTMENT <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Board of Adjustment conducted a public hearing on Monday, March 4, 1996 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a variance to minimum lot size on non-riparian lots; case of Good Value <br />Homes. <br /> <br />Members Present: <br /> <br />Chairperson Benjamin Deemer <br />Board Member David Bawden <br />Board Member Paul Holland <br />Board Member Charles LaDue <br />Board Member Michael Terry <br />Board Member Bradley Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Deemer called the public hearing to order at 7:04 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Good Value Homes is in the process of platting Sunfish <br />Estates and has submitted a request for variance to the minimum lot size requirements for non- <br />riparian lots. Protected Wetland #2-113, referred to as Grass or Sunfish Lake, is located within <br />the proposed plat. Shoreland overlay regulations for a Recreational Development Lake, as this is <br />classified, requires minimum lot sizes of 20,000 square feet for riparian lots and 15,000 square <br />feet for non-riparian lots in the sewered area. The proposed plat has 10 riparian lots which meet <br />the 20,000 square foot area requirement, however, only 4 of the 15 non-riparian lots meet the <br />15,000 square foot area. The applicant has stated that the hardship is due in part to the revision to <br />the alignment of Sunwood Drive. That alignment has been shifted closer to the Good Value <br />property from what was originally planned, thus narrowing down the depth of developable land <br />between the road and the lake. Ms. Frolik pointed out that Good Value Homes is not obtaining <br />any more lots than if the plat were designed in strict compliance with the code. <br /> <br />John Peterson, Good Value Homes, felt they are meeting the intent of the ordinance; if all lot sizes <br />were averaged, they still absorb the same amount of area as if there were 10 lots at 20,000 square <br />feet and 15 lots at 15,000 square feet.
