FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, November 26, 1996, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the regular meeting of the Finance Committee to order at 6:35 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Introduction of Utility Franchise Fee <br /> <br />City Administrator Schroeder stated that the Utility Franchise Fee has appeared on the agendas for <br />both October 22 and November 12, 1996. Council had requested consideration of dedicating by <br />ordinance the proceeds on any franchise fees received. The attached ordinance (Subdivision 6) <br />states that "all revenues collected pursuant to this section shall be dedicated exclusively for funding <br />of the City's street maintenance programs". He indicated that the average cost impact to the <br />homeowner is about $14 per year. <br /> <br />Councilmember Beyer stated she supports the franchise fee but that she has gotten a lot of "heat" <br />about it. <br /> <br />Councilmember Beahen stated she has not heard anything from the residents on this. <br /> <br />Councilmember Peterson stated he has not heard from residents either. <br /> <br />Mr. Schroeder stated he received two calls with questions about it. <br /> <br />Councilmember Zimmerman stated that people on a larger frontage road would be getting by <br />cheaper than someone living on a smaller frontage road. Each could argue the case that everyone <br />uses public streets. He stated he could support this. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to recommend <br />Council introduce the ordinance entitled "Electric and Gas Franchise Fees". <br /> <br />Finance Committee/November 26, 1996 <br /> Page 1 of 3 <br /> <br /> <br />
