CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council reconvened their meeting of May 9, 1995 to May 10, 1995, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />AFSCME Union Steward Dan Bray <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin reconvened the Council meeting at 5:34 p.m. <br /> <br />Case #1: Comprehensive Planning Update <br /> <br />City Administrator Schroeder stated that on May 9, 1995, included in the packet for the <br />Personnel Committee were exhibits and memos pertaining to the comprehensive plan. <br />Included was a memo from Jim Gromberg, dated March 10, 1995, pertaining to ownership <br />of property and a memo from Ben Deemer, dated April 10, 1995, regarding that 3/10 <br />memo. The memo from Dave Bawden (April 20, 1995), expressed concerns about the <br />comprehensive plan process and Terry Hendriksen's memo dated (May 2, 1995) was in <br />support of Mr. Bawden's memo. He stated that he also included a time line of the <br />comprehensive plan actions that have occurred from-1988 and forward. Mr. Schroeder <br />reported that he had a conversation with Councilmember Beyer referencing these memos <br />and the serious concerns regarding an individual and the planning process. He added that a <br />few minutes prior to this meeting, he had a conversation with Councilmember Beyer about <br />generally naming one individual, but perhaps the concerns are about the comprehensive <br />plan as a whole. Involved in the comprehensive plan process has been City Council, <br />Economic Development Commission, Planning Commission and the Park and Recreation <br />Commission along with City Engineer Jankowski, Zoning Administrator Frolik, Economic <br />Development Coordinator Jim Crromberg, City Administrator Ryan Schroeder, in addition <br />to other staff and two consultants. He suggested if Council was of the mind to "put this <br />issue to bed", we should maybe concentrate on the process as a whole rather than target <br />one individual. We may need someone from the outside to determine malfeasance. Three <br />Planning Commission members expressed concerns and they should be addressed by <br />Council - not necessarily by disciplinary means, but they need to be addressed. He <br />explained that at last night's meeting, the reason for reconvening did have a slant of <br />addressing the performance of one individual. He stated he contacted that individual last <br />night and he is unable to be here at this meeting; therefore, we will not be taking any action <br />regarding that individual. <br /> <br />Councilmember Beyer stated "I am the one who contacted Mr. Schroeder and indicated we <br />have to address these charges by the Planning Commission. The letters do target one <br />individual but in talking with Mr. Schroeder I am somewhat calmed down. We should <br />maybe hire a third party to objectively look at this.
