PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, February <br />1, 1994 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />to hear input'regarding a request for a temporary conditional use permit for an alternate fuel supply <br />test demonstration facility; case of Kaltec of Minnesota, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:34 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated Kaltec of Minnesota, Inc. has applied for a temporary <br />conditional use permit to establish and operate a Molten Carbonate Fuel Cell test demonstration <br />facility on the landfill property at 14730 Sunfish Lake Boulevard N.W. She explained that Kaltec <br />would be leasing a portion of Waste Management's property for this demonstration project. <br /> <br />Steve Kollodge, General Manager of Waste Management of Minnesota, Inc., informed that the <br />purpose of the project is to convert the landfill gas into electrical power. He advised the <br />demonstration included sponsorship by the National Rural Electric Cooperative Association, <br />United Power Association, and the Electric Power Research Institute, and has received legislative <br />endorsement, <br /> <br />Chuck Rippe, representing Kaltee of Minnesota, Inc., stated that the 4000-hour demonstration <br />project would take approximately six months, at which time the testing equipment, buildings, <br />phone lines, etc. would be removed, returning the land to vacant. He explained that they would be <br />using an eleclxo-chemical process to test the feasibility of using landfill gas as a fuel supply, as it is <br />a renewable energy source. He noted that the material that will come into the air is less than is <br />currently emitting from the landfill. Mr. Rippe provided a model of what the project would look <br />like to be housed in a 9,000 square foot pole barn, and he disclosed that they have a similar project <br />at Dow Chemical in Louisiana that has been in operation for over a year.
