<br />Commissioner Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION # HRA-08-05-003 <br /> <br />A RESOLUTION ALLOCATING AN EXPENDITURE TO HABITAT PARTNERSHIP <br />FOR NORTHWEST ANOKA COUNTY (HPAC) AND TWIN CITIES HABITAT FOR <br />HUMANITY FOR THE 2008 TOWNHOUSE PROJECT <br /> <br />WHEREAS, the City of Ramsey Comprehensive Plan and the Master Housing Plan <br />identify goals and policies which include, but are not limited to the following: providing a <br />balanced supply of housing for people of all income levels, ethnicity and physical abilities; to <br />eliminate barriers to construction of affordable housing units; to add and preserve the existing <br />supply of affordable housing; to provide mechanisms to prevent and remove blight in residential, <br />industrial and commercial neighborhoods; and <br /> <br />WHEREAS, on March 8, 2005, the City Council of the City of Ramsey adopted <br />Resolution #05-03-072 establishing the Housing and Redevelopment Authority, with all the <br />powers given to a housing and redevelopment authority pursuant to Minnesota Statutes Chapter <br />469; and <br /> <br />WHEREAS, the formation of a Housing and Redevelopment Authority in the City of <br />Ramsey, Minnesota, will serve as a tool to implement the goals or'the Comprehensive Plan; and <br /> <br />WHEREAS, Twin Cities Habitat For Humanity is constructing three (3) 8-unit <br />townhome buildings in Town Center Gardens Third Addition in 2007,2008 and 2009; and <br /> <br />WHEREAS, local area residents have formed the Habitat Partnership For Northwest <br />Anoka County (HP AC) to involve the local residents and business owners in the effort to provide <br />affordable housing in the City of Ramsey and surrounding communities; and <br /> <br />WHEREAS, HP AC has committed to sponsor 6 one-week work camps in Ramsey and <br />Anoka by raising the required funds of $6,000 per work camp week and related volunteer labor; <br />and <br /> <br />WHEREAS, pursuant to Minnesota Statutes 469, the Housing and Redevelopment <br />Authority has established a property tax levy annually since 2006 as a funding source for <br />qualifying activities; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COMMISSIONERS OF THE HOUSING AND REDEVELOPMENT AUTHORITY, IN <br />AND FOR THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as <br />follows: <br /> <br />1. That it has been determined that the Twin Cities Habitat for Humanity and HP AC <br />townhome project in Ramsey is a qualifying activity; and <br />2. That $6,000 in HRA fundsare hereby authorized for allocation to the 2008 Twin <br />Cities Habitat for Humanity townhome project in Town Center Gardens 3rd <br />Addition, on behalfofHPAC. <br />
