PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Planning and Zoning Commission conducted a public hearing on Tuesday, March 5, 1991 to <br />hear a request for a conditional use permit to maintain more than one principal building on a lot of <br />record; Case of Grace Community Bible Church. <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:36 p.m. <br /> <br />PRESENTATION <br /> <br />Pastor Randy Barrows, representing Grace Community Bible Church, stated there is <br />approximately 12 acres on the site. The master plan indicates that probably six to eight acres are <br />for church use and the rest of the acreage would be available for something else. He stated that <br />with real estate being "flat" in the past couple years, they feel it is advisable to build a parsonage on <br />the property to house the pastor of the church. He added that in the past it was traditional for a <br />church to have a parsonage. He feels that parsonages will become more common again because <br />when a pastor moves to a different church, it's not always so easy to sell a house quickly. <br /> <br />Michelle Myslicki, 16811 Zirconium Street N.W., Ramsey - informed the Commission that her <br />property is next to the church's property. She stated that her and her husband did not oppose the <br />parsonage being built, but they feel that it's too close to the wetland and pond area and they are <br />concerned with sewage drainage. She mentioned that the pond has flooded in the past also. <br /> <br />Zoning Administrator Frolik stated that the City's Building Official will require a perc test and soil <br />borings before the permit will be approved. With regard to septic, a sufficient class of soil is <br />required before approval is granted. <br /> <br />Ms. Myslicki added that with the two wetlands, there could be water problems and also loss of <br />wildlife. She stated she would hate to see the property get misused. <br /> <br />Commissioner Deemer asked if Ms. Myslicki's main concern is the preservation of the wetland and <br />wildlife to which she added yes and reiterated they were not against the building. <br /> <br />Pete Dale, 6352 - 169th Lane N.W., Ramsey ~ stated he is concerned with the same things as Ms. <br />Myslicki and the possible sewage problems. He asked how many other buildings will be permitted <br />if this one is allowed. He also mentioned that it used to be the City required one acre lots, than 2- <br />1/2 acre lots and now 10 acre lots and he wanted to know the reason for the 10 acre lots and how <br />long that would "stick". <br /> <br />City Engineer Jankowski replied that part of the reason for 10 acre zoning is it is a method of <br />forcing development into the urban areas. In answer to how long it will "stick", he replied there is <br />no way of knowing. <br /> <br />Mr. Dale asked what if City sewer and water comes in. <br /> <br />Chairman Zimmerman replied that it will be many years before that happens. <br /> <br />Public Hearing/P&Z Commission/March 5, 1991 <br /> Page 1 of 3 <br /> <br /> <br />
