PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, July 22, 1986 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember Arnie Cox <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the special Council meeting to order at 7:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda as submitted. <br /> <br />COUNCIL BUSINESS <br /> <br />Evaluation Of City Administrator: <br /> <br />Councilmember Reimann requested a statement from Mr. Hartley summarizing what <br />has happened in the last six months and any recommendations he might have. <br /> <br />Councilmember Cox noted that this evaluation was a condition of employment put <br />in place no matter who was hired for the position of City Administrator; the <br />evaluation is not intended to chastize but rather it should benefit the entire <br />community. <br /> <br />Mr. Harley stated that he doubts there is any one thing that has happened that <br />he had sole impact on; everything that happened was in concert with staff and <br />city council. Some of the accomplishments in the last six months are: <br />improved relationships with various State agencies, streamlining council <br />meetings to be more effective, dealt with personnel matters (some of which were <br />successful and others are still frustrating), and improved community relations <br />which are continuing to grow. <br /> <br />Councilmember Reimann inquired as to how Mr. Hartley views his position in <br />relation to city staff and city council. <br /> <br />July 22, 1986 <br /> <br />Page i of 3 <br /> <br /> <br />
