PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a special meeting on Tuesday, July 22, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Gary Heitman Councilmember Arnie Cox Councilmember Jean Schlueter Councilmember A1 Sorteberg Councilmember Gary Reimann Also Present: City Administrator David Hartley CALL TO ORDER Mayor Heitman called the special Council meeting to order at 7:07 p.m. CITIZEN INPUT None. APPROVAL OF AGENDA Consensus was to approve the agenda as submitted. COUNCIL BUSINESS Evaluation Of City Administrator: Councilmember Reimann requested a statement from Mr. Hartley summarizing what has happened in the last six months and any recommendations he might have. Councilmember Cox noted that this evaluation was a condition of employment put in place no matter who was hired for the position of City Administrator; the evaluation is not intended to chastize but rather it should benefit the entire community. Mr. Harley stated that he doubts there is any one thing that has happened that he had sole impact on; everything that happened was in concert with staff and city council. Some of the accomplishments in the last six months are: improved relationships with various State agencies, streamlining council meetings to be more effective, dealt with personnel matters (some of which were successful and others are still frustrating), and improved community relations which are continuing to grow. Councilmember Reimann inquired as to how Mr. Hartley views his position in relation to city staff and city council. July 22, 1986 Page i of 3
