PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a regular meeting on Thursday, March 11, 2004, at
the Ramsey Fire Station/ti, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson Michael Nixt
Commissioner Ralph Brauer
Commissioner David Jeffrey
Commissioner Robert Johnson
Commissioner Gary Van Scoy
Commissioner Eric Watson

Members Absent:

Commissioner Deborah Shepherd

Also Present:

Community Development Director Sylvia Frolik
Associate Planner Megan Wald

CALL TO ORDER

Chairperson Nixt called the regular meeting to order at 7:12 p.m.

CITIZEN INPUT

Commissioner Van Scoy stated there has been a significant amount of pumping into the wetlands
near his home, which has caused a significant rise in the wetlands. He indicated he is unable to
determine exactly how much they have risen, but he believes it to be approximately two feet. He
stated the culvert at Sunwood, west of 147th Lane is approximately half full, which is three feet,
and it usually has about one foot of water. He indicated the water has gone down some in the
past few days, but he is concerned that with the spring thaw there may be issues. He noted he has
been working with City Engineer Steve Jankowski, and that he is not the only one affected. He
stated he wanted his concerns on the record.

Len Linton, Civil Engineer for the City stated the de-watering ceased two to three weeks ago, and
no more water is being added to the system. He indicated Staff will continue to monitor it
through the spring thawing season, and are taking these concerns under advisement for future
projects.

Commissioner Van Scoy stated it would be appreciated if the people affected could be notified in
advance of these activities. He indicated it is a shock to wake up to a lake by your home where it
was previously just a wetland.

Planning Commission/March 11, 2004
