City of Ramsey <br />Parks and Recreation Commission <br /> <br />Minutes of Meeting <br /> July 21, 1977 <br /> <br />The meetin~ was called to order at ?:45 by Chairman Darrell Jensen. <br />Present were Paul Bogner, John Zabava, Kathy Schneider, A1 Cooper, <br />and Darrell Jensen. <br /> <br />Kathy Schneider made a motion to read the minutes of the meeting of <br />June 16, 1977. The minutes were approved, 4-0. A1 Cooper abstained. <br /> <br />Prospective Parks Commission members, Duane Erlien and Richard Dame <br />were notified by telephone 7/20/77 of the 7/21 meeting. Duah~ <br />Erlien would be out of town and Richard Dame did not show. No <br />excuse was given. <br /> <br />The Titterud Property was again reviewed. The Commission discussed <br />Phil Nereson's Memorandum of 7/12/77 regarding the proposed acquisi- <br />tion. In answer to his two questions, it was unanimously agreed <br />upon that: <br /> <br />It is consistent with the Park Plan as adopted. <br />Future uses were discussed. Kathy Schneider moved to <br />advise the City Council that the Titterud Property has <br />a number of potential uses, including that of a horse <br />arena. Specific uses were not proposed at this time <br />since all of the members have not seen the property. <br />Specific proposals will be submitted to the City Council <br />by October 1977. Paul Bogner volunteered to sketch a <br />drawing (unprofessional) including dimensions and pro- <br />posed activities sites and according to scale. The pro- <br />perty has an upper block 549' by 351.9' and lower wider <br />block of ~78.9' by 288'. The blocks are abutting. The <br />motion was seconded by A1 Cooper and agreed upon, 5-0. <br /> <br />John Zabava proposed that the City would not suffer a manpower or <br />financial burden if the Titterud property were acquired. He further <br />suM~ested that the horse arena would continue to be used for the same <br />purpose, however, scheduling of events would have to be programmed <br />by the City to avoid conflicts of dates by interested parties. <br /> <br />Other persons interested in P&R Commission membership are Don and <br />Jan Adams and Mrs. Doris Irving. Also a Mr. Holland has a letter <br />asking membership on file. <br /> <br />It was proposed by Darrell Jensen that all the interested people <br />by invited in a letter to attend the next meeting 8/18/77. At <br />this time, after meeting with the applicants, the P&R members will <br />make their recommendations to the Council. <br /> <br />LuVerne Smith called the City about a bike path at 167th Avenue <br />between County Road % and ~inn. 47. Ms. Smith's proposal is al- <br />ready included in the Park Plan and will be built as funds become <br />available. <br /> <br /> <br />
