REGULAR MEETING OF RAMSEY CITY COUNCIL December 16, The meeting was called to order by the Mayor, Mr. Cox, at 7:30 p.m. Present were Mr. Gotham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. Mr. Goodrich and Mr. Steffens were present also. Mr. Reimann moved we accept the minutes of the November 26th meet- ing as received in the mail. Seconded by Mr. Gotham. Motion carried unanimously. Mrs. Oliphant moved we adopt Ordinance 75-9 regulating the sale and consumption of non-intoxicating malt liquors and providing a penalty for the violation thereof, as corrected at the City Council meeting of December 16th. Seconded by Mr. Gotham. Motion carried unanimously. Mr. Gotham moved we approve the application of Herbert Koch for the 3.2 off-sale beer license pending the approval of their appli- cation to be issued on December 21st. Seconded by Mrs. Oliphant. Fee for one-half year would be $25.00. For Dec. 21st thru June 30th will be $29.00. Motion carried unanimously. Mr. Mickelson moved Mr. Sha draft a resolution on the problem at Highways #47 and #5 to do whatever is necessar~ to get the hazard- ous area at Highway #~7 and #5 remedied as soon as possible. Sec- onded by Mr. Reimann. Motion carried unanimously. Mrs. Oliphant moved we accept the preliminary summary draft of the 1975 budget as presented by Mr. Steffens authorizing the Clerk to certify the levy as approved in Table I to the County Auditor, con- tingent upon approval of Specia~ levy authority by the Minnesota Municipal Commission in the amour of not less than $25,321, fur- ther, that in the event theM MC, following its hearing on. December 27, 197~, disapproves the Special levy request or authorizes a lesser amount, then the Clerk shall submit the levy certification amended to reduce the general fund levy by the dollar amount neces- sary to comply with the applicable levy limit resulting from the MMC action. Seconded by Mr. Gotham. Motion carried unanimously. Mr. Reimann moved we accept the minutes of the December 4th meet- ing as received in the mail. Seconded by Mr. Gotham. Motion car- ried unanimously. Mrs. Oliphant moved we enter into a joint powers agreement with the City of Anoka concerning the regulation and enforcement of traffic laws as presented by Mr. Goodrich. Seconded by Mr. Reimann. Motion carried unanimously. Mr. Gotham moved we authorize Mr. Steffens to contact the County of Anoka requesting them to establish an EEA clerical position for the City of Ramsey and advertise for same. Seconded by Mr. Mickel- son. Motion carried unanimously.
