PUBLIC HEARING
PLANNING & ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

Pursuant to due call and notice thereof the City of Ramsey~s planning
and Zoning Commission held a public hearing on January 7~ 1980~ at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W.~ Ramsey, MN 55303

Members present:

Also present:

Chairman Kenneth Peterson
Ben Deemer
Art Dunn
John Hubbard
Kathleen Schneider
Ron West

Engineer Raatikka

Chairman Peterson called the public hearing to order at 7:32 P.M. and
explained the purpose of conducting public hearings is to get input
from the public as to their concerns and ideas about certain proposals.
This hearing is for a conditional use permit request of Mr. and Mrs. Volner
to construct a greenhouse at their residence located at 8121 154th Avenue.
And that conditional uses are for certain specific periods of time and/or
with certain conditions attached to a use that is not generally conforming
to the area in which it is being located.

Mr. Volner was present and spoke and indicated that he intends to build
a 100 X 24 foot greenhouse mostly for their own private use but would
like to be able to sell a few plants out of it even during the winter.
He said he wife sells plants at plant parties but if someone should
come over to their home, they would like to be able to sell plants.

Herb Knutson~ seller of the property~ stated that there would be very few
people coming to the house~ 3 to 4~ no more than friends and relatives
visiting would create as far as additional traffic to the area.
He said this is a temporary type building, not perlnanent.

Mr. Volner stated that he has between 700 and i~Q00 plants and he needs
room for the plants and area to work in.

Mrs. Berger~ 15420 Iguana Street~ stated that she is against it because
of the size that they have some eyesores in her area already. There are
awful looking buildings in the neighborhood and this would not add to the
value of her home.

Mr. Knutson said the Volners had a greenhouse before~ it was only temporary and
that it took only a few hours to take it down. He asked Mrs. Berger if the
eyesores she spoke of in her area were permanent structures.

Mr. Volner commented that just because the other persons had eyesores did
not mean that he would have his in that condition~

PUBLIC HEARING ~ DONALD VOLNER
P & Z Commission/i/7/80
Page 1
