FINANCE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Finance Committee conducted a regular meeting on Tuesday, May 25, 2004, at the
Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Chairperson David Elvig
Councilmember Sarah Strommen
Councilmember Gerald Zimmerman

Also Present:

Finance Officer Diana Lund
Director of Public Works/Fire Chief Dean Kapler

CALL TO ORDER

Chairperson Elvig called the regular meeting of the Finance Committee to order at 5:30 p.m.

CITIZEN INPUT

T]lcl'c was llOlle.

COMMITTEE BUSINESS

Case #Al: Drug Seized Vehicle

Police Chief Way reported that the City has seized a drug vehicle, which is a 1995 Lexus. Staff
is requesting direction from the Committee as to the possibility of using the vehicle for staff use.
Thc payoff on the vehicle is $600, and approximately $1,000 would likely need to be put into the
vehicle. The vehicle does have brand new brakes and there are about 75,000 miles on the
vehicle. For the cost of approximately $1,500, they may be able to get two to four years of use
out of the vchicle. The vehicle he is driving at the time has about 85,000 miles on it. To fix one
of the squad cars costs a lot of money, while a Lexus is not high end in repair costs. If the Lexus
is kept for staff use a different vehicle would be sold or filtered through for use by other
employees. The City has kept some other drug seized vehicles in the past. Another question to
consider is the perception of seeing a staff person driving a Lexus. He suggested it could be
announced in the Ran~sey Resident how the vehicle was acquired.

Councilmember Zimmerman noted this was done before when the City seized a vehicle, and the
vehicle is being used for City business.

Police Chief Way explained the other alternative would be to sell the vehicle and the profit
would go into the drug forfeiture fund. The blue book value of the vehicle is approximately
$3,000. The plus side would be if the vehicle were to be kept for staff use and they were able to

Finance Committee/May 25, 2004
