Coun¢'.i.Lme~)e.t: Cox introduced the following resolution and moved <br />for i t.~' ~_~]~-~tion: <br /> <br />RESOLUTION %86-21 <br /> <br />RESOD~TI(iM ~ig~%RDING PCA/WALTEK, INC. <br /> <br /> W~!EREAS, the Cj. ty of Ramsey is a Charter City located <br />in An(~]~ Cc,,..~]ly, Minnesota; and <br /> <br /> WI~I.]REAS, a major regional municipal solid waste <br />landi:i]ii. J;:s located J.n Ramsey which landfill is known as the <br />Anoka L-~,'~(',f~: ilJ.; and <br /> <br /> WBEREAS, Waltek~ Inc. is an industrial business located <br />in t3.~'~ City ~f ~amsey; and <br /> <br /> W~.MREAS, under the licensing authority of the Minnesota <br />Pollut.'i(q~ (i~nt~'o]. Agency (PCA) the Anoka Landfill is permitted to <br />operat:~:. ,-i!ai/?'; and <br /> <br /> W~.EREAS, the ground water beneath the Anoka Landfill <br />site i~ ~c~taminated and continued operation of the landfill <br />daily co)~t~.ii, hutes to that contamination which continued operation <br />is pu~su~<,~-~) PCA rules and regulations; and <br /> <br /> WI~REAS, Waltek, Inc. is located directly south and <br />southe~.~',~:~.'l.'~. of the Anoka Landfill; and <br /> <br />W~JEREAS, the ground water flows in a southeasterly <br /> the Anoka Landfill towards Waltek, Inc.; and <br /> <br /> WH~,;REAS, Waltek, Inc. is a major employer in the City <br />of Ram~;e¥ ~]oy:i~g approximately 40 people; and <br /> <br /> ~{?:REAS, Waltek, Inc. is a generator of certain small <br />quanti~:i.~; o~ hazardous waste; and <br /> <br /> WHJ~REAS, Waltek~ Inc. has never permitted a discharge <br />of J. ts t:av~,J.-~?~us waste into the environment; and <br /> <br /> W~.{?'.REAS, the PCA recently cited Waltek, Inc for the <br />manor :i.n w~,:i~i~ :i.t stores its hazardous waste; and <br /> <br /> W}:I~P. EAS, Waitek~ ~nc. when it became aware of the need <br />to cha.[;g<~ J-~-} hazardous waste handling methods promptly complied <br />with t~!e ~(A Lu].es and regulations; and <br /> <br /> W~;REAS, notwithstanding that Waltek, Inc. promptly and <br />coope~.-,:~i:i~.~.~].y complied with the PCA rules and regulations <br />relatJ.~[~ '[~.~; 'i. ts hazar{~ous waste storage and disposal methods, the <br />PCA ha..:~ J ~'~ ~':.~-~ r'~:~(~ a significant monetary fine on Waltek, Inc.; and <br /> <br /> WEFREAS, Waltek, Inc. has cooperated with the PCA, <br />Anoka C~)~,n~'.~ and Ramsey in establishing a pilot project which <br /> Resolution #86-21 <br /> <br />Page 1 of 2 <br /> <br /> <br />
