- - -~-..----,--
',-- --

MEMORANDUM

Hoisington Koegler Group Inc.

IIlII
~n

TO:
DATE:
FROM:

Jim Norman, City Administrator
July 6, 1999
Brad Scheib, Hoisington Koegler Group, Inc.

Re:

Comprehensive Plan

This memo is intended to outline a suggested approach to resolving the various conflicts with the
comprehensive plan in order to move this plan forward through the approval process before the
December 31, 1999 deadline. This approach is intended to generate some discussion among you and
your staff and may need some refinement based on the City's desires.

THE PROCESS

Meeting One: City Council workshop with invites to the Planning Commission

The purpose of meeting one is to define the key issues that the City Council disagrees with or desires
to reach a public consensus on. Because the Planning Commission has approved the plan and
generally agrees with the policy within it, this meeting should be with the City Council. However,
it may be appropriate to have the PC members (or a few of them) attend to answer questions and
make sure the PCs position on the "issues" is accurately reflected. As I understand it, there are
basically two key issues that are causing conflicts, "Cluster Housing" and "Mixed Residential Land
Use."

The meeting will have the following components:

1. An educational process including.
~ Why cluster housing and mixed residential (why not standard or more typical development
and land use designations?)
~ Descriptions and examples of cluster housing and mixed residential (how do they work and
where have they worked). What are the pros and cons of such policy decisions?
~ A regional perspective... why the legislature required a growth strategy, and why each
community is expected to play its part by adhering to regional growth policy (how cluster
housing and mixed residential land use fit into this strategy)
~ Comp Plan vs. Zoning Ordinance: how are the comprehensive plan and zoning ordinance
different and how do they relate to one another (how do cluster housing and mixed
residential land use fit into a zoning scheme?)

2. Definition of the problems/issues
~ Given the above descriptions what are the key problems preventing the plan from becoming
public policy. A problem definition statement needs to be developed that clarifies the issues
that each council member has with the policy suggested in the draft comprehensive plan.

- 1 -
