City UPDATE <br />Administrator's Report February 13, 2026 <br />Council Update <br />City Council Highlights <br />February 10, 2026 <br />Presentation <br />The Council meeting began with two presentations. The <br />first was the Oath of Office for Patrol Officers Abby Spitzer <br />and Andrew Kavanaugh. The second presentation was the <br />Mayor's State of the City Address. The address reviewed <br />2025 highlights, including commercial developments, new <br />businesses in Ramsey, housing development, the completion <br />of the Hwy 10 interchanges at Sunfish Lake Boulevard and <br />Ramsey Boulevard, the new water treatment plant, and <br />plans for The Waterfront waterplay park. <br />Consent Agenda <br />Following the presentations, the City Council <br />unanimously passed 13 consent items. <br />Council Business <br />There were six business items on the agenda. <br />The first case was to Adopt Resolution #26-042 <br />Authorizing Contract Amendment with H & U <br />Construction for Improvement Project #25-58, Waterfront <br />Waterplay Park Improvements. This case is to authorize <br />an amendment to the contract with H + U Construction <br />for the actual construction of the park project as a <br />Construction Manager at Risk. The contract includes a <br />Guaranteed Maximum Price of $3,624,184 for the water <br />play plaza and associated improvements at The Waterfront. <br />All construction costs related to this case would be funded <br />by the Park Trust Fund. Council unanimously approved the <br />resolution. The Waterfront Park is anticipated to be open to <br />the public on July 1, 2026. <br />The following case was to Adopt Resolutions #26- <br />020 and #26-021 Approving the Preliminary Plat of <br />"O'Shaughnessy Third Addition" and Variance to Scenic <br />River Protection Overlay at 17201 St. Francis Blvd. NW. <br />The proposed plat subdivides two existing parcels into four <br />lots. The existing home would remain on one of those lots, <br />and the other three would be available for new single-family <br />home construction. This preliminary plat review includes <br />a variance request for the eastern portion of the project <br />City of +l <br />RAMSEY <br />related to Scenic River Protection Overlay requirements. <br />The Minnesota Department of Natural Resources stated <br />that it has no concerns about granting the variance. Council <br />approved the resolution. <br />The next case was to Adopt Resolution #26-024, <br />Approving a Conditional Use Permit for Motor Vehicle <br />Repair Uses at 14310 Sunfish Lake Boulevard NW (Clark <br />Companies). Clark Companies has submitted a Land <br />Use Application to permit motor vehicle repair services <br />in two existing buildings located at 14310 Sunfish Lake <br />Boulevard NW. To proceed with the automotive repair <br />use, a Conditional Use Permit is necessary. The Council <br />has approved the resolution granting this Conditional Use <br />Permit. <br />The fourth case was to Adopt Resolution #26-025, <br />Approving a Conditional Use Permit for Motor Vehicle <br />Repair Uses at 14047 Azurite Street NW (Clark <br />Companies). This request is for a conditional use permit <br />for motor vehicle repair at 14047 Azurite Street NW. On <br />January 22, the Planning Commission voted unanimously <br />to recommend approval of this Conditional Use Permit as <br />well as the Conditional Use Permit for the previous case. <br />Council approved the resolution. <br />The fifth case was to Adopt Ordinance #26-02, Repealing <br />and Replacing Chapter 10 for Animal Regulations. This <br />ordinance proposes the repeal and replacement of City <br />Code Chapter 10, the Animal Code. The proposed changes <br />respond to resident concerns and questions, including <br />issues related to noisy animals, more apparent distinctions <br />regarding which animals —and how many —are permitted <br />on properties of varying sizes, a streamlined process for <br />dangerous dog determinations and private kennel licensing, <br />and improved readability and understanding of the code <br />overall. The ordinance includes changes to the animal units <br />table recommended by Council at the last meeting. Council <br />unanimously approved the adoption of Ordinance #26-02. <br />The final case was to Adopt Ordinance #26-01, <br />Amending Section 30-5, Nuisances.
