Nelson <br />Finance Officer Diana Lund <br />Community Development Director Patrick Trudgeon <br />City Attorney William Goodrich <br />Attorney Thomas Bray, Briggs and Morgan <br />Russ Bushman, MinnWest Bank Central <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 6:20 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Ramsey Town Center <br /> <br />Interim City Administrator Nelson indicated there are a number of topics regarding the Ramsey <br />Town Center project to review this evening. <br /> <br />Mr. Thomas Bray, Briggs and Morgan Attorney, provided Council with an update on the current <br />status of the Ramsey Town Center project and the foreclosure process. Mr. Bray stated the <br />project is still owned by Ramsey Town Center, LLC (RTC, LLC). MinnWest Bank Central is <br />the current holder of the first mortgage on the property; the original mortgage on the property, <br />which was held by Community Bank, has transferred to MinnWest Bank. MinnWest Bank has <br />commenced proceeding to foreclosure on the mortgage. They are proceeding under voluntary <br />foreclosure between R TC, LLC and Minn West Bank, which modifies the typical statute <br />foreclosure process by narrowing the timeframes involved.
