FINANCE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Finance Committee conducted a regular meeting on Tuesday, February 27, 1996, at
the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, 55303.

Members Present:

Mayor Glen Hardin
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Members Absent: Councilmember Carolyn Beahen

Also Present:

City Administrator Ryan Schroeder
Finance Officer Jessie Hart
Administrative Services Manager Linda Wake Smith

CALL TO ORDER

Councilmember Peterson called the regular meeting of the Finance Committee to order at 6:18 p.m.

CITIZEN INPUT

None

APPROVE AGENDA

Consensus was to approve the agenda as presented.

COMMITTEE BUSINESS

Case gl: Authorize Purchase of One 3/4-Ton 4 x 4 Pick-Up with Snow Plow

Councilmember Peterson stated we have had some previous discussion about purchasing a one ton
or a 3/4 ton.

Finance Officer Hart stated that she attended a meeting that was held with Public Works Supervisor
Mevissen, Parks/Utilities Supervisor Boos, City Engineer Jankowski and City Administrator
Schroeder. Police Chief Auspos was unable to attend but did provide his comments in writing
prior to the meeting. It had been questioned as to whether Unit g618 might better be replaced with
a more contained vehicle, such as a Blazer type unit. She explained that there has been $23,000
budgeted for the purchase of this vehicle replacement. Because this is a replacement of a vehicle
that is used a great deal by the Parks and Utilities Department and very limited by the Police, it was
decided by consensus that now is not the appropriate time to add a more contained vehicle to the
fleet. Ms. Hart summarized the recommendation, which incorporates the concerns of Chief
Auspos, as follows: purchase a 3/4 ton 4 x 4 track equipped with an easily mounted and
dismounted snow plow, move the light bar currently on Unit #618 to the new truck and equip it
with interchangeable lenses for Police use, purchase a compatible, easy to remove, topper (this
would facilitate the need to remove when hauling certain items yet provides the ability to keep
things a bit more secure and dry), and install an existing siren and speaker to facilitate the Police
use. Ms. Hart added that the Police Department will also be purchasing "magnetic" signs for the
side doors to identify it as an official vehicle if the need arises. She explained the bids for the

Finance Committee/February 27, 1996
Page I of 3
