Mr. Boos stated that all cities use some. He added that other municipalities use it annually,
Ramsey does it every other year. We are saving money and using less of the product.

Councilmember Peterson commented that Mr. Mevissen had talked about bare streets and how
some people believe the streets should be cleared to bare in the winter and that our parks should
look like the Metro Dome. There's cost involved and if people want that, they will have to pay.

Councilmember Beyer stated that the park center needs something - like a good cleaning.

Mr. Boos noted a budget for cleaning supplies.

Councilmember Beyer asked about getting some decent tables and chairs.

Councilmember Peterson asked about vandalism at the Park Center.

Mr. Boos replied that the Park Keeper position has eliminated some of the vandalism plus some
officers do some of their paperwork out there too. Bruce Hoeke has been out there now for a
couple of years from about 2:30 p.m. to 9:30 p.m.

#455: Community Programs

Finance Officer Hart stated that this deals with the tree sale, environmental expo and the
community education program. We did not have the expo in 1996, but we have k scheduled again
for 1997. The tree sale, environmental expo and pet clinic are all on the same level in 1997 and
1998. With regard to community education, Addie Larson and Jill Prall gave a push to increase the
budget due to more students in Ramsey plus all the Ramsey students go to Sandburg school. The
dollars in the budget are what Steve Kerr of the District requested.

Councilmember Peterson asked if there might be a change in the community education request.
Ms. Hart replied yes, this was basically at the full-time, 40-hour level - this is our share.
Councilmember Peterson hoped they would make the request early.

Councilmember Beyer asked if it would be possible to still do an environmental expo for this year.

Mr. Boos answered it would be possible, but we would need a few weeks to do one. We could
have a tree sale to encourage fall planting.

Councilmember Peterson stated he is not sure about just having environmental seminars, there
would probably not be a good turnout.

Mr. Boos agreed that the tree sale is what draws the people.

Councilmember Beyer heard a lot of complaints that we did not have an expo.

#461: Environmental Services

Mr. Boos reported there is a $200 increase in miscellaneous operating supplies from 1996 to 1997
and 1998. There is a modest decrease in small tools. Staff level is the same and it is budgeted at
the same level.

Councilmember Beyer asked about the wood chipping program.

Finance Committee/Budget Work Session/August 5, 199~
Page 6 of 7
