The business would have no access to the contents and <br />would need to notify the Fire Department in the event the locks to the building would be changed. <br />These boxes would be located in inconspicuous places on the building itself. He reported <br />receiving positive reaction from the local businesses. He proposed purchasing 10 lock boxes to <br />begin with. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to recommend <br />Council adopt the resolution authorizing budget amendment to purchase Fire Department lock <br />boxes for resale to local businesses. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #3: Authorize Budget Amendment for Acceptance of EMS Grant and <br /> Purchase of Automatic Defibrillator Device and Training for the <br /> Police Department <br /> <br />Finance Officer Hart reported that Police Officer Dwyer, in conjunction with Emergency Medical <br />Services Council, has gained approval for a $4,000 grant offered through the Anoka County <br />Public Health Department. The grant, which is awarded to one applicant per year, is for the <br />purchase of and training for use of an automatic defibrillator device for the Police Department. The <br />grant was awarded to the City of Ramsey this year and was based on our submission of call <br />records. The grant will cover the initial cost of the defibrillator, the first year funding for <br />replacement purposes, and the necessary training for our officers. She explained that the device is <br />used in conjunction with cardiopulmonary resuscitation (CPR) to "restart" a heart that is in <br />fibrillation. It requires a minimal amount of training and is one additional tool the officers have at <br />their disposal for first responder care of persons having coronary problems. The Police <br />Department will try different options for ensuring it is available to all shifts. These options will <br />range from having selected shifts bring it out from the office at the start of a shift to keeping it in <br />one vehicle at all times. Ms. Hart pointed out that according to our current fixed asset records, this <br />will be our only device of this type and it should be anticipated that there will be future requests for <br />these devices, from both the Police and Fire Departments. A survey of other cities revealed that <br />Anoka has two devices, Blaine has two in their police department and are looking for one more for <br />their fire department, Coon Rapids has six devices, however, three may not be working, Fridley <br />has one for their fire department and none for the police department, Elk River has none for their <br />police department and one for their fire department, and Champlin has two for their police <br />department, with the purchase of a third pending, and none for their fu'e department. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to recommend Council adopt the <br />resolution authorizing a budget amendment for acceptance of the EMS Grant and purchase of an <br />automatic defibrillator device and training for the Police Department. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: Northland Security Sign Proposal <br /> <br />City Administrator Schroeder stated that the Northland Security Bank is proposing to purchase a <br />twelve-foot pylon sign with a reader board and has approached the City with regard to interest in <br />participating in this sign at a contribution of $15,000. The bank would provide for all maintenance <br />labor and materials, insurance, and input of messages. We would fax periodic, perhaps daily, <br />changes in the scrolling message. The City's contribution is requested in two installments with the <br />second payment due by the end of March, 1997.
