Police Chief Auspos expressed a concern about traffic safety while people are trying to reading the <br />scrolling message. <br /> <br />Mr. Schroeder pointed out there will be a semaphore there. <br /> <br />Councilmember Zimmerman asked if the Zoning Administrator or the Planning Commission has <br />had a chance to review any of this information. <br /> <br />Mr. Schroeder stated there is nothing in the code about such signs and that it has not yet been run <br />by Sylvia. <br /> <br />Mayor Hardin felt that $15,000 is too expensive but that he would not mind looking at a different <br />proposal. <br /> <br />Councilmember Beyer inquired if this has to be decided tonight and, if not, she would be more <br />interested in discussing it after that intersection is improved. <br /> <br />Mr. Schroeder responded that this issue did not have to be decided this evening. He suggested the <br />sign is a good idea, but was also concerned about traffic. <br /> <br />Mayor Hardin inquired what could be offered if we are interested in the $3,000 to $6,000 range. <br /> <br />Councilmember Zimmerman felt that would be a more reasonable amount. <br /> <br />Consensus of the Finance Committee was to recommend to Council that the Planning Commission <br />should review this, find out participation level with a counter offer, and let the bank know that the <br />City is probably not interested in participating without the intersection fkst being improved. <br /> <br />Case #5: Looping Watermain in Conjunction with T.H. #47/C.R. #116 <br /> Intersection Project <br /> <br />City Engineer Jankowski reported that, at the present time, the City utilities have water lines on <br />both sides of T.H. #47, however, a watermain break south of 142nd Avenue would require <br />interrupting service to all utility customers on that side of the highway. The commercial <br />community is rapidly expanding and many of these businesses are dependent on water service <br />from the City to provide integral services associated with their businesses. The initial stages of the <br />47/11.6 intersection project is scheduled to begin after Labor Day with the installation of storm <br />water pipes. This project provides a unique opportunity to loop the watermain at C.R. #116 and <br />thereby allow for the ability to back feed these areas. Normally, a utility crossing of a state trunk <br />highway would be required to be jacked under the highway at a cost ranging betw~n $150 and <br />$200 per foot. Installation, in conjunction with this project, will be allowed to be open trenched, <br />eliminating the jacking cost. In addition, restoration costs will be eliminated. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Zimmerman to recommend that <br />Council adopt the resolution authorizing the installation of watermain along C.R. #116. <br /> <br />Motion carried.
