The Committee commented on the lack of bathroom facilities at River's Bend Park on the side with <br />the picnic shelter. Also discussed was irrigation and increased maintenance. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend that City <br />Council adopt the 1997 - 2002 Parks Capital Improvements Program. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and Zimmerman. <br />Voting No: Councilmember Beyer (She felt there were too many unanswered questions.) <br /> <br />Steve Ostmm, Park and Recreation Commissioner, was present to invite Council to take a bus tour <br />of the City parks. <br /> <br />Consensus was that the joint bus tour would take place on Thursday, September 12, 1996, at 5:00 <br />p.m. <br /> <br />Case g9: Review Proposed 1997 1998 General Fund Budgets and Tax Levy <br /> Impacts <br /> <br />City Administrator Schroeder reminded the Committee that the last time we met we discussed <br />cutting budget items to get to our balanced amount. We have settled on most of that now. To <br />provide for our operation, we do not require a tax increase; however, we have mentioned that one <br />of the options is to tax for that (Haubrich Addition). Seventy-nine Thousand Dollars would result <br />in a 4.9% tax increase. What staff will be proposing is that the 4.9% is the maximum levy increase <br />which allows for the Haubrich Addition improvements to be levied. <br /> <br />Councilmember Beyer inquired if the needs of the citizens would be adequately taken care of with a <br />4.9% increase. <br /> <br />Mr. Schroeder replied that this depends on your definition of"adequately taken care of". He added <br />that 'all the departments have gone through this budget; however, if you asked that question of each <br />department head, they would want more. He stated that he is comfortable we can provide a <br />competent and adequate level of service. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to adjourn the meeting. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and <br />Zimmerman.
