Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #2: Consider 1997 - 1998 Goals and Contract for City Administrator <br /> <br />Administrative Services Manager Waite Smith stated that City Council had directed staff to <br />establish goals for the City Administrator and for the City Attorney to look at the draft of the <br />contract. Mr. Goodrich did review the contract and made some language changes. <br /> <br />Mr. Schroeder stated that staff will be going through a goal setting process again. <br /> <br />Mayor Hardin commented favorably on Mr. Schroeder's update memo. <br /> <br />Mr. Schroeder stated he would attempt to get a memorandum out periodically highlighting to <br />Council what's happening. <br /> <br />Councilmember Beyer commented on communication being an issue and also that the City <br />Attorney should be utilized more often. For example, any contract that comes before the City <br />Council should state that it's been approved as to form by the City Attorney and that he should sign <br />off on it. <br /> <br />Mayor Hardin expressed agreement that the City Attorney should review standard contracts. <br /> <br />Councilmember Beyer commented that the ordinances should also be reviewed by the City <br />Attorney. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to approve the City <br />Administrator's Developmental Goals for 1996 and 1997. <br /> <br />Further discussion: Councilmembers Beyer and Zimmerman expressed concern about the length <br />of the contract with a new Council coming in. Councilmember Beahen felt that the longer contract <br />lends consistency and that would be good. She stated she is comfortable that the concerns put <br />forward have been addressed. Councilmember Peterson commented that LELS has a contract that <br />does not expire until 1997. Upon being asked, Ms. Waite Smith responded that the City of <br />Champlin has three-year contracts but she wasn't sure about Anoka and Andover. Mayor Hardin <br />stated that 10 people did Mr. Schroeder's performance appraisal and he meets or exceeds <br />standards. He did not know why Council wouldn't want to approve the contract. Mr. <br />Schroeder's performance has been above standard. Councilmember Beyer disagreed that Mr. <br />Schroeder's performance has been above standard in everything and commented on lack of <br />communication. Councilmember Peterson added that not everyone shares Councilmember Beyer's <br />concerns about communication. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No: <br />Councilmembers Beyer and Zimmerman. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to approve the City <br />Administrator's contract for 1996 through 1998. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen and Peterson.
