"Any member whose response.., within a twelve (12) <br />month period..." #3 now reads: "All applicants must hold a valid Minnesota Drivers' License <br />and proof of vehicle insurance before application will be accepted by the Department." It did not <br />require proof of insurance before. Page 4, Section 11, #7 now reads "All members will annually <br />submit to the Fire chief proof of vehicle insurance showing that the member currently has in effect <br />a policy of automobile insurance as required by the State of Minnesota. The way it was previously <br />stated is "All members will annually submit to the fhe Chief proof of vehicle insurance". The <br />change to Section 15 - Selection of Officers o is that now the Fire Chief will recommend a list of <br />officers to the City Administrator instead of it being done by popular vote. <br /> <br />Administrative Services Manager Waite Smith stated that, with regard to selecting candidates, the <br />Fire Chief, the Assistant Chief and Ms. Waite Smith will be interviewing people. They will all get <br />asked the same questions and we will establish what answers we are looking for. She added there <br />are some word changes that make the application process more clear. <br /> <br />Boardmember Pearson inquired what the process is to get these changes incorporated. <br /> <br />Ms. Waite Smith referred him to Section 27 which talks about amendments. The proposed <br />amendment shall be submitted to the Deptu'tment at any regular business meeting, in writing, <br />whereupon such amendment shall be referred to the Board of Officers for study, which shall report <br />at the next regular business meeting of the Department following such introduction, and such <br />amendment, upon being regula,'ly moved and seconded for adoption, shall be adopted upon a two- <br />thirds (2/3) vote of the regular members of the Department then present and voting by written <br />secret ballot. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to adopt the by-laws of the <br />Ramsey Volunteer Fire Department and to direct the Fire Chief to present them to the Fire <br />Department. <br /> <br />Further discussion: Boardmember Weiss inquired if the attendance policy should be in the by- <br />laws. Chief Kapler replied he did not know. Boardmember Weiss felt it would be important. <br />Boardmember Lewandowski felt that attendance kind of gets covered in Section 11, page 3. <br />Boardmember Weiss stated that the policy is deeper. Ms. Waite Smith stated that if they get an <br />employee handbook, we could make note that we need to include the Fire Department driving <br />policy and the attendance policy. Chief Kapler questioned then if it should be in the by-laws. City <br />Administrator Schroeder stated that the Department will eventually have six dozen different <br />policies. It may be cumbersome if they all become a part of the by-laws. Boardmember Weiss <br />inquired where insurance falls with regard to the duty officer. Ms. Wake Smith stated that if they <br />respond directly to a fire, they are insured by the City and so is the vehicle. If they come to the <br />Fire station first, then it's different. Boardmember McLaughlin stated that rescue calls do not <br />count for total attendance - is that covered in the policy. Chief Kapler did not know if it's spelled <br />out good enough. It was detemfined that the by-laws should be amended so that fire or medical <br />calls is inserted in Section 10 and 11 where it says paged calls. <br /> <br />Amendment by Mayo,' Hardin and seconded by Councilmember Beyer that the changes reflect the <br />further discussion. <br /> <br />Amendment carried. Voting Yes: Mayor Hardin, Councilmember Beyer, Chairperson Pearson, <br />Boardmembers Lewandowski, McLaughlin and Weiss. Voting No: None. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmember Beyer, Chairperson Pearson, <br />Boardmembers Lewandowski, McLaughlin and Weiss.
