unusually high, the home owner is instructed to call Minnegasco. Upon departure, the Fire <br />Department leaves an information packet with the homeowner. <br /> <br />Councilmember Beyer suggested Chief Kapler place an article in the Ramsey Resident in the fall <br />relating to CO detectors. <br /> <br />Upon inquiry, Boardmember McLaughlin reported that the Department had responded to 25 calls <br />this year so far in comparison to about 15 last year. <br /> <br />Consensus of the Board was that the service level in relationship to CO calls was adequate. <br /> <br />Case #2: New Hires <br /> <br />Fire Chief Kapler stated that the current staffing of the Ramsey Fire Department is at 24 volunteers. <br />He suggested that two to four applicants should be offered firefighter positions, depending on <br />times available for response. <br /> <br />Motion by Councilmember Beyer and seconded by Boardmember Lewandowski to offer firefighter <br />positions to two to four applicants currently on the waiting list. <br /> <br />Further discussion: Mayor Hardin inquired how the Department is doing for daytime firefighters. <br />Chief Kapler replied that we are doing a little better; however, none of the people just interviewed <br />would be for daytime response. Mayor Hardin inquired if we are offering the opportunity to <br />people who work in the City. Chief Kapler stated that we sent out 13 letters saying that he would <br />talk to the people and their employees but he had not yet heard from anyone. Mayor Hardin stated <br />that one of the managers at the SuperAmerica expressed interest talking with Chief Kapler. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmember Beyer, Chairperson Pearson, <br />Boardmembers Lewandowski, McLaughlin and Weiss. Voting No: None. <br /> <br />Case #3: Mission Statement <br /> <br />Fire Chief Kapler read a recommendation for a mission statement which states: "The Ramsey Fire <br />Department will train and respond to minimize our citizens' losses. We will treat the injured <br />effectively with kindness and respect. Through education of the public, we will strive for a safer <br />City of Ramsey today and tomorrow." He asked for input from the Board. <br /> <br />Boardmember Weiss stated he liked it - it's a very accurate statement. <br /> <br />Chairperson Pearson felt it reflects the Department's goals and ideas. <br /> <br />Motion by Boardmember Weiss and seconded by Chairperson Pearson to adopt the above written <br />mission statement. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmember Beyer, Chairperson Pearson, <br />Boardmembers Weiss, Lewandowski and McLaughlin. Voting No: None. <br /> <br />Case #4: Adopt By-Laws of the Ramsey Volunteer Fire Department <br /> <br />Fire Chief Kapler stated that the by-laws have become outdated and that he and Assistant Chief <br />Tom Hoxter tried to make them reflect more what we do. He noted the following amendments: <br />Page 3, Section 10. 2. shall read "Any member whose response is below thirty-three percent <br />(33%) of all fire calls, and below sixty-six percent (66%) of 'all drills, within a three (3) month <br />period will be brought before the Chief and Assistant Chief and at which time membership could <br /> <br />Fire Board/February 14, 1996 <br /> Page 2 of 5 <br /> <br /> <br />
