stated he would like some discussion about access/driveways in the City; however, we will try to
drive through a swamp to get to a home. At the Anoka County Fire Chief's meeting, he talked to
neighboring communities about this subject. Coon Rapids heavily suggests an 8-ton road - State
Code is a 6" Class V - minimum 13' wide with 15' high clearance. The City of Andover maintains
State Code. Ham Lake, Centennial and East Bethel all have no specifics. The City of Dayton has
an ordinance ~ if more than so many feet it must be paved with a paved turnaround. This is a way
of preventing this situation from happening again. Unfortunately this is a reaction mode.

Chairperson Pearson asked if we have anything in the City Code.

Boardmember McLaughlin replied there are some stipulations about size.

Chairperson Pearson inquired if any other cities have run into this type of problem.

Chief Kapler responded yes ~ Centennial - they have buried their trucks but the chief takes the
opinion that "it's their home".

Councilmember Beyer stated that's okay to a point but the perception is bad.

Chief Kapler stated he would like to now concentrate on a prevention mode.

Councilmember Beyer inquired if Chief Kapler had discussed this with the Building Official to
which Chief Kapler replied there had been some discussion.

Councilmember Beyer suggested there should be something about the placement of the house.

Chief Kapler reported that all the people at the Anoka County meeting - their emphasis will be with
new homes.

Councilmember Beyer commented that the new homes would probably be on the smaller lots. She
added that we need to concentrate on the rural area.

Chairperson Pearson thought that this should be brought to the attention of the residents who live
in these areas. They need to be aware.

Boardmember Weiss commented on the nice look of the long driveway but was concerned about
no turnarounds.

Chairperson Pearson felt that people do not realize it takes a lot of room to turn a fire track around.

Boardmember McLaughlin stated there are different tactics to use such as relay water; however, the
Department is not set up for that.

Councilmember Beyer suggested that more equipment may be needed. She added that there are to
be some restrictions on vehicle parking and now we will come along and want to do something
with driveways. She felt this is more important than parking commercial vehicles in driveways.

Boardmember McLaughlin commented on how the more informed residents are, the better it is.
Councilmember Beyer suggested using the Ramsey Resident as a source.

Chief Kapler inquired about new construction.

Councilmember Beyer felt that should not be a problem.

Fire Board/June 12, 1996
