Chief Kapler explained there is not an ordinance to blanket cover all people. Maybe we need to
meet with people face to face.

Chairperson Pearson suggested people need to know how wide their driveway should be and how
big a circle.

Councilmember Beyer suggested getting something basic for new construction.

Chief Kapler questioned where that starts to which Councilmember Beyer responded "with you".

It was suggested that Chief Kapler write an article for the Ramsey Resident relating to existing
dwellings.

Motion by Boardmember Weiss and seconded by Boardmember Lewandowski to recommend that
the Fire Department put in a proposal of an ordinance for construction of a driveway over 500'.

Motion carded. Voting Yes: Councilmember Beyer, Chairperson Pearson, Boardmembers Weiss,
Lewandowski and McLaughlin. Voting No: None. Absent: Mayor Hardin.

Case #3: Lock Boxes for Businesses

Fire Chief Kapler stated that with more and more businesses coming to Ramsey, he suggested
discussing making lock boxes mandatory. He presented a sample of one and suggested that the
City would either purchase it or the businesses could purchase it - one key fits all the boxes. He
added that some businesses have offered the Department keys to their facilities. He stated that with
the lock boxes, security would have to be controlled but there is a lot of value to a program such as
this. We can open the door and check it out instead of having to wait for the owner to arrive.
Upon inquiry, he replied that the boxes cost about $114 and the savings are not that great in mass
quantity. In Elk River, the City purchases the boxes and sells them for about $125. He reiterated
that with the businesses offering to give the Department keys, he felt they would be in favor of the
lock box idea. He explained that the way they work is that the business owner puts their key in the
lock box along with a map of their facility.

Councilmember Beyer felt this was an excellent idea and should be pursued.

Chief Kapler stated that the boxes cost anywhere from $114 to $210. He suggested that the
Building Code require all new business construction be required to purchase a lock box. With
regard to the existing businesses, we need to get the word around.

Councilmember Beyer felt that the best way to implement this program is to have the City purchase
the boxes and have the businesses purchase them from the City.

Motion by Councilmember Beyer and seconded by Boardmember Lewandowski to send letters to
businesses relating to this program.

Further discussion: It was suggested that 50 lock boxes be purchased by the City and sold for a
price that the Fire Chief feels is fair. It was also suggested that the lock boxes be placed in a
consistent location.

Motion carded. Councilmember Beyer, Chairperson Pearson, Boardmembers Lewandowski,
McLaughlin and Weiss. Voting No: None. Absent: Mayor Hardin.

Fire Board/June 12, 1996
