Vice-Chair Cook stated he has no problem with a member of RYAA running for a position and <br />going through the application process, but he does have a problem with a member of RYAA just <br />being appointed. He explained that this is his fourth year on the Park and Recreation Commission <br />and every year, as budget time is arriving, RYAA has been contacted for forecasts of their <br />programs, needs, etc., and no information has been supplied us. If information is not conveyed, <br />the decisions made by the Commission may be improper. <br /> <br />Mr. Droegemueller was not aware of being invited to attend the meetings but he stated his feelings <br />are not changing. He feels the RYAA should have a seat on the Commission and that this poses no <br />threat to the City of Ramsey. <br /> <br />Commissioner LaMere explained that a lot of issues the Commission discusses are about children's <br />sports, but a lot of other issues are discussed too, such as park dedication, trails, etc. He did not <br />know if that would be as much of an interest to an appointed member of the RYAA. <br /> <br />Mr. Droegemueller stated he is not the "anti-Christ". He is not only interested in ball fields, etc. <br /> <br />Mayor Hardin suggested this issue should be brought to the Personnel Committee. <br /> <br />Mr. Baack stated that Mr. Droegemueller, as Vice-President of RYAA, will be the liaison at these <br />meetings and we will make a strong effort to continue that. He added that Mr. Boos has invited <br />him (Baack) to the meetings for a long time and, therefore, he feels kind of responsible for not <br />getting information to the Commission. He was hoping because of the restructuring that the <br />communication would be better. <br /> <br />Vice-Chair Cook informed him that the Park and Recreation Commission wants to cooperate - it <br />just isn't always possible to do what's asked. <br /> <br />Commissioner Skinner commented on the fact that communication has improved and noted there is <br />only one member of the Park and Recreation Commission that has served longer than two years. <br /> <br />Vice-Chair Cook stated that part of the decision-making process was looking at the fact that Mr. <br />Droegemueller was a part of RYAA. We felt others interviewed had more time to devote to the <br />Commission. Mr. Droegemueller is very busy and, in the past, we have had people drop out <br />because they are too busy. <br /> <br />Mr. Droegemueller felt that the busiest people are the most committed ones. <br /> <br />Mayor Hardin reiterated this issue should be on the Personnel agenda. <br /> <br />Commission Asfahl inquired if the Commission's interviewing process was adequate. <br /> <br />Councilmember Beyer stated that all three applicants were in the room at the same time. The <br />correct way is to interview individually. Specific times are set up and the same questions are asked <br />of each applicant. Following the interview, the applicant is invited to ask questions of the <br />Commission. <br /> <br />Commissioner Skinner stated, in defense of the way the interview was done, he has been on job <br />interviews that have been handled the same way - all the applicants in the room at the same time, <br />plus the questions were not written down.
