Councilmember Beyer reiterated that the practice of the City has been to do interviews individually <br />at a specific time. <br /> <br />Vice-Chair Cook stated that he was interviewed four years ago and he was interviewed with <br />others. <br /> <br />Mr. Boos inquired how other Commissions in the City perform interviews. <br /> <br />Ron Hetland, resident, inquired how the interviewing was done the past evening for the Planning <br />Commission. <br /> <br />Terry Hendriksen stated he was interviewed last evening with a group and that the time before he <br />was interviewed simultaneously. <br /> <br />Councilmember Zimmerman suggested that the City Council should have some sort of procedure <br />by which the applicants should be interviewed. <br /> <br />Councilmember Beyer commented that now that we have an Administrative Services Manager, she <br />could oversee this interviewing process. <br /> <br />Mr. Schroeder stated that each process is slightly different - there has been no particular structure. <br />He added that in talking through this last process on the Park and Recreation Commission, he has <br />been getting a number of suggestions, but the one he has heard most often is that it should be a <br />structured process that is followed. That means questions prepared ahead but there is nothing <br />wrong with asking follow-up questions. The standard questions should be the same. Staff would <br />recommend that this process be conducted by the Administrative Services person. It does not <br />mean that she would have to be present at the interviews, but she would oversee the process and <br />the setting up. We have the Park and Recreation Commission vacancy on the next Council agenda <br />to reiterate for Council a summary of the discussions I have been having with various folks about <br />this. <br /> <br />Mr. Baack stated that one of the things that he would be concerned about is this - if you have a <br />commission who is making the recommendation of who they want on their commission, you have <br />the potential of getting people on there who all have the same "agenda". <br /> <br />Vice-Chair Cook stated that integrity is involved and the Commission should be able to make the <br />recommendation. The Commission has to stand up for what it believes in - even if it isn't always <br />the most popular. The Commission has to be able to convince Council of their reasons for their <br />recommendations. <br /> <br />Mr. Droegemueller stated that the Commission is bringing their recommendation to the City <br />Council and if Council has not been involved in the interview process, they can only rubber stamp <br />approval. We should have an interviewing process of a mixture of two groups. <br /> <br />Councilmember Beyer reported that Council used to appoint anyone they felt like it to the boards <br />and commissions. That met with lots of criticism, thus the interview process started. Up until just <br />recently, City Council has always taken the recommendation of the board. <br /> <br />Mr. Hetland stated that he had been on the Park and Recreation Commission for 18 years and the <br />Commission always chose their members. This is the first time there has been a recommendation <br />not taken.
