He commented on the amount of funding given by the State to the sports complex in <br />Blaine and added that the County has the ability to bring additional funding to this table also. <br />There is significant revenue from ticket sales. He stated a site plan has not been looked at yet as <br />the feeling is that the city should be involved in that. The facility can be used by local groups in the <br />city too. Mr. Pelstring talked about the City providing revenue bond financing. The access to the <br />debt financing the City would have (6%) creates some value from 9 to 10% of the land. That value <br />can be utilized to dedicate space for local programs. There is value created by City participation. <br />The value is to integrate with local needs. He asked for an indication of Ramsey's interest level in <br />this and also ff there is some land available for a site. <br /> <br />Mayor Hardin inquired about the timing. <br /> <br />Mr. Pelstring replied they have a 30 to 60 day time period to zero in on the community that wants <br />what the Sports Federation wants. They then have another three to four months to put something <br />together. The ideal situation would be to be able to break ground in August or September. <br /> <br />Councilmember Zimmerman asked what other communities were being considered to which Mr. <br />Pelstring responded Coon Rapids, Elk River and Monticello. <br /> <br />Mayor Hardin asked if, in addition to the acreage, will there be a need to do some bonding through <br />the City. <br /> <br />Mr. Pelstring replied that is the situation they would like to see. The Sports Federation takes <br />responsibility for operations. We will not come and ask for subsidies each year. He explained that <br />the biggest problem they have is it's hard to take a non-profit organization to the bank and get a <br />mortgage. That's why the idea of collaboration is what would be desired plus then the City would <br />have a facility that will be used to its full extent. <br /> <br />Mayor Hardin asked about the time and space being available for community events. <br /> <br />Mr. Munt stated that the Federation is planning on about 40 tournaments a year on the weekends. <br />There would be time available Monday through Friday and seven days a week for 12 weeks. <br /> <br />Mr. Coonce stated that time will be made available but the main concern is that the revenue keep <br />coming in to meet the mortgage payment. <br /> <br />Councilmember Peterson inquired if there is a fee to use the facility. <br /> <br />Mr. Coonce replied there will be some time available at no charge but not an unlimited amount. <br /> <br />Councilmember Peterson inquired about the site criteria. He felt that some of the criteria, the City <br />has no control over. The school/educational facih'fies are adequate and hotel distance is within <br />reason. The second criteria mentioned was that they would like to be close to Highway #10. <br /> <br />Mr. Coonce stated that being on or very near Highway #10 would be an advantage but it is <br />impossible to meet all criteria. <br /> <br />Mayor Hardin inquired if there has been any conversation about a swimming pool. <br /> <br />Mr. Coonce replied no, because of the cost and the fact that the Federation's ability to generate <br />revenue is through team sports. He added that they do know of other communities who have built <br />pools and they are very successful.
