Parks/Utilities Supervisor Boos calculated 40 tournaments leaving 12 weeks, and Monday through <br />Friday of some weeks being available in the afternoon, might Monday through Thursday, 6:00 <br />p.m. to 10:130 p.m., be a workable schedule in which to allow use by the City. <br /> <br />Mr. Coonce responded with how much of that time could be given back to the community would <br />have to be researched. <br /> <br />Commissioner Skinner inquired who's in charge of maintenance and upkeep. <br /> <br />Mr. Coonce stated that the Sports Federation would take care of the indoor facility. How the <br />structure is in terms of who owns the land would have an impact on who maintains the outdoor <br />facility. <br /> <br />Dave Baack, President of Ramsey Youth Athletic Association, stated he has had some dealings in <br />the past with the Minnesota Sports Federation in the basketball capacity. Also within the last three <br />years, he has been in charge of scheduling indoor gym time for Anoka and Ramsey and there is <br />very little time available. He commented that he has third and fourth graders practicing until 10:00 <br />p.m. because there is no other space for them. <br /> <br />Margaret Connolly, resident of Ramsey, inquired about who would run the concession stands and <br />the pro shop, etc. <br /> <br />Mr. Coonce replied that it is within the facility and the Federation would manage that. The outdoor <br />area would depend on the arrangement. He added that they are not really asking the City to <br />provide 40 acres as right now they are looking for a site to put the facility on (10 acres). <br /> <br />Ms. Connolly inquired about the time line for the softball fields. <br /> <br />Mr. Coonce reiterated that their top priority is the indoor activities. <br /> <br />Vice Chair Cook inquired if 10 acres is adequate for the facility and parking spaces. <br /> <br />Mr. Coonce replied that it would be as the building itself would take just a little over an acre. <br /> <br />Vice-Chair Cook commented if the request to be adjacent or close to the school was to allow the <br />school to use the facility also. <br /> <br />Mr. Coonce responded yes and also that they could use the school's facility. <br /> <br />Vice-Chair Cook asked if the City does go ahead with this, would it be up to the City to propose <br />who would be next in line after the Sports Federation use, to say who uses the facility. <br /> <br />Mr. Coonce stated that some time would be given to the City and it would be up to the City as to <br />how that time is used. <br /> <br />Mr. Pelstring commented on a decision having to be made - a sound financial decision. The Sports <br />Federation currently has a significant revenue stream. The Federation is more interested in making <br />sure this works because the entire organization is on the line. Memberships and tournament dues <br />are revenue generators. Final decisions are not made until numbers are run and all sales make <br />sense financially. <br /> <br />Vice-Chair Cook stated that if the facility can be used off-times by the community school, etc., the <br />RYAA may still not be able to get space relief. <br /> <br />City Council/Park & Recreation Commission/February 8, 1996 <br /> Page 4 of 15 <br /> <br /> <br />
