ADOPT ORDINANCE ESTABLISHING A GAS FRANCHISE WITH <br />CENTERPOINT ENERGY <br /> By: Diana Lund, Finance Officer <br /> <br />Background: <br /> <br />On June 24, 2003, the City Council introduced an ordinance granting CenterPoint <br />Energy, Minnegasco, permission to construct, operate, repair and maintain in the City of <br />Ramsey, Minnesota, a gas distribution system for the transmission or distribution of gas <br />to the City, its inhabitants, and others, and transmitting gas into and through the City, and <br />to use the public ways and public grounds for such purposes. <br /> <br />Ordinance 84-4A was granted to North Central Public Service on May 24, 1984. This <br />ordinance established a natural gas franchise with the Company we now know as <br />CenterPoint Energy, Minnegasco, but the terms made no mention of a possible franchise <br />fee. Franchise fee terms were clearly stated in the Connexus Energy and City of Anoka <br />Electric Ordinance adopted November 24, 1992. <br /> <br />Before any ordinance implementing a franchise fee can be adopted, a gas/electric <br />franchise ordinance with the gas/electric company needs to be in place. <br /> <br />Recommendation: <br /> <br />Staff recommends adoption of the ordinance establishing a gas franchise with <br />CenterPoint Energy, Minnegasco. <br />Council Action: <br /> <br />Motion by Councilmember and seconded by <br />Councilmember to adopt Ordinance #03-___establishing a Gas Franchise <br />with CenterPoint Energy, Minnegasco. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />07-08-03 <br /> <br /> <br />
