PROHIBITION <br /> <br />During the term of tkis Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning <br />and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use Permits <br />or variances of any kind shall be permitted, except that applications, for interim use permits for <br />which no permanem or temporary building is required may be considered. UNDUE HARDSHIP EXCEPTIONS <br /> <br />The City Council may grant an exception to the provisions, of this Ordinance when, in its <br />opinion, undue hardship or a practica[ difficuity may result fi.om strict compliance. In granting <br />an exception, the City Council shall prescribe any conditions that it deems necessary to or <br />desirable for the protection of the public interest. NO exception shall be granted unless the City' <br />Council finds: <br /> <br />That there are special circumstances or conditions affecting said property-such that the <br />strict application of the provisions of this Moratorium Ordinance would deprive the <br />petitioner of the reasonable use of petitioner's land. <br /> <br />That the exception is necessary for the preservation and enjoyment of a substantial <br />property fight of the petitioner. <br /> <br />That the granting of the exception will not be detrimental to the public' welfare or <br />injurious to other propemy in the area in which the property is situated. <br /> <br /> <br />
