PW CASE

INSTALLATION OF SIDEWALK ON 145TM LANE AND 146TM AVENUE
By: Steven J. Jankowski, City Engineer

Background:

With the recent approval of the Village of Sunfish Lake subdivision, it was decided that a
sidewalk would be placed along the north side of 145th Lane in lieu of an 8-fo6t bituminous trail
along the rear of these properties that was ori~nally proposed by the developer. In addition, the
sidewalk which will be installed on the south side of 146th Avenue through the Village of
Sunfish Lake will also need to be extended past three existing lots to connect to the existing
sidewalk on Potassium Street. The purpose of this case is intended to outline the process for
effecting this improvement and address several issues regarding this project.

Pro.ject Schedule: The anticipated project schedule is anticipated as follows:

(2)
(3)
(4)
(5)
(6)
(7)

Perform survey work
Present plans and specs, to Council, authorize bids
Hold informational meeting with residents
Receive bids, award contracts
Begin removals
Install sidewalk, drive aprons
Repair drives, restore turf and landscaping

Week of June 23, 2003
July 22, 2003
Week of August 4, 2003
August 12, 2003
Week of August 18' 2003
Week of August 25, 2003
Week of September 8, 2003

Project Cost: Attached to this case is a detailed estimate of the construction cost of $78,020. In
addition, a minimal overhead of 15% has been estimated to cover design, inspections, and
contingencies for a total project cost of $89,723.

The 1st phase of The Village of Sunfish Lake has generated $19,475 in trail fees (41 lots x
$475/Io0, but was credited $2,842 for completing trail segments along Sunwood Drive beyond
the boundaries of the subdivision. Future phases of this subdivision will generate an'additional
$35,150 in trail fees (75 additional lots). Thus, there would be an estimated shortfall of $47,940
from what this subdivision will contribute.

The project overhead of $11,703 is a "soft" cost and could be absorbed by the engineering
department. The engineering staff has also approached the grading contractor, Bolander
Construction, who is agreeable toward performing the removals and grading as partial payment
for borrow material located in Alpine Park (Bolander will pay $1 per yard, plus perform the .
sidewalk removals). This represents an estimated value of $7,870.

11
