Case #1: <br /> <br />Consider Sewer and Water Trunk Changes Associated with Alpine Acres <br />Subdivision <br /> <br />The Public Works Committee recommended that: 1) The City pay for the construction cost of <br />extending the sanitary sewer north to Alpine Drive ($150,000); 2) That the City pay for the <br />difference between the previous trunk estimate and the current trunk estimate ($817,780- <br />$657,789 = $159,991); and 3) That the developer will be reimbursed any trunk charges collected <br />by the City for any development within the "triangle" bounded by C.R. #57, CSAH 5, and Alpine <br />Drive that occurs through January 1, 2010. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Public Works Committee. <br /> <br />Further discussion: Councilmember Zimmerman stated that he was opposed because he felt that <br />the developer should be paying the entire cost. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, and <br />Pearson. Voting No: Councilmember Zimmerman. <br /> <br />Councilmember Elvig stated that the issue was that the City was requiring a larger pipe than what <br />was needed for their development, which is why they developer requested some City <br />participation. <br /> <br />2) <br /> <br />Request for Feasibility Study for Extension of Sanitary Sewer and Water through <br />County Ditch #66 <br /> <br />The Public Works Committee recommended that the City Council adopt Resolution #03-05-148 <br />authorizing staff to hire Bolten & Menk at a cost not to exceed $14,050 for completing a <br />feasibility study for extending urban services to the property identified, contingent upon all costs <br />to be reimbursed for the feasibility study. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to ratify the <br />recommendation of the Public Works Committee. <br /> <br />Further discussion: Councilmember Zimmerman stated that they will be looking at extending <br />sewer and water outside of the MUSA, which he was not in favor of. He inquired if the <br />developer could come back to the City and request reimbursement for the study. City Attorney <br />Goodrich replied that the developer could ask, but it would have to go before the Council and he <br />did not think there would be any contractual basis for the City to authorize the request. <br /> <br />Motion carried.
