The subject
property is zoned R-2 Medium Density Residential and is approximately 42.4 acres in size. The
applicant was proposing to develop a total of 200 townhomes (eight-unit buildings, six-unit
buildings, four-unit buildings, and three-unit buildings) and one existing single-family homestead
for a total of 203 housing units. The site plan is proposing a net density (exclusive of wetlands
and major road right-of-way) of 6.2 units per acre, the proposed development complies with the
R-2 maximum density restriction of seven units per acre. The development is providing for a
combination of public and private streets through the development. The public spines that will
service the townhome units are Sodium Street, 153rd Lane, Radium Street, and Tungsten Street.
The site plan complies with private street length and width requirements established in City
Code. The townhouse units meet or exceed townhouse size, setbacks, and structure height
requirements established in the R-2 District. The development is proposing a few different
townhouse styles, however all units will be constructed with vinyl siding and brick accents. The
proposed exterior materials comply with City Code. Staff recommended that the species palette
be revised to include a larger variety of plantings. The Planning Commission reviewed the site
plan at their June 5, 2003 meeting. The City Council scheduled a special work session for June
17, 2003 to discuss the preliminary plat of Alpine Acres. The concerns and discussion regarding
Alpine Acres plat are discussed as part of the preliminary plat case. The five lots located immediately north of the subject property are
designated for low-density residential development; the remainder of the property bordered by
Alpine Drive, C.S.A.H. #5 and Sunfish Lake Boulevard. is designated medium density
residential. The Planning Commission conducted a public hearing on June 5, 2003, regarding the
proposed amendment to the Comprehensive Plan. Ms. Kuechle stated her opposition to the
comprehensive plan amendment and subsequent rezoning because the previous property owners,
now deceased, had told her that they did not want their property developed with anything other
than single-family homes. There were also a couple of residents from Fox Knoll present at the
hearing. Fox Knoll is located on the south side of Alpine Drive. They also spoke in opposition
to not only the single lot being rezoned to medium density but the decision last year to designate

City Council/June 24, 2003
