reviewed the site plan at their June 5, 2003 meeting and recommended the City Council approve <br />the site plan contingent upon compliance with the City Staff Review Letter dated May 30, 2003, <br />approval of a Comprehensive Plan Amendment to change the subject properties land use <br />designation to medium density residential, the property being rezoned to R-2 Medium Density <br />Residential, and preliminary plat approval of Alpine Acres 2"d Addition, which is to consist of a <br />maximum of 4 townhouse units. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to approve the site plan <br />contingent upon compliance with City staff review letter dated May 30, 2003, revised June 20, <br />2003, approval of a Comprehensive Plan Amendment to change the subject properties land use <br />designation to medium density residential, the property being rezoned to R-2 Medium Density <br />Residential, and preliminary plat approval of Alpine Acres 2nd Addition, which is to consist of a <br />maximum of four townhouse units. <br /> <br />Motion carried. Voting No: Councilmember Zimmerman. <br /> <br />Case #12: <br /> <br />Request for Preliminary Plat Review of Tiger Meadows; Case of Monarch <br />Homes <br /> <br />Associate Planner Wald stated that Monarch Homes has submitted a preliminary plat to develop <br />property located east of Tiger Street and north of Armstrong Boulevard. (County Road 83). <br />Monarch Homes has a purchase agreement to develop Mr. Johnston's 35.41-acre parcel. The <br />subject property is zoned R-1 Single Family and is located in the Rural Developing Area. The <br />applicant is proposing to plat 11 new single-family rural lots and one existing homestead. The <br />proposed lots meet or exceed the 2.5-acre minimum lot size requirement in the Rural Developing <br />Area. Each lot will be served by an on-site septic system and private well. All of the lots meet or <br />exceed the 200 feet of street frontage requirement. The development is proposing to gain access <br />from Tiger Street. The preliminary plat is also providing for a future access to the north that will <br />someday connect to the dead end road located in Alicia Addition, an existing 14 rural lot <br />residential development located north of the subject property. The preliminary plat is also <br />proposing to extend Rabbit Street to the southeastern corner of the plat boundary line in order to <br />provide an opportunity for a future connection to Nutria Street, which is located in Autumn <br />Heights subdivision immediately east of the subject property. Providing for the opportunity for a <br />future street connection results in Rabbit Street exceeding the City's maximum 600-foot cul-de- <br />sac length requirements by 357 feet. The Board of Adjustment granted a variance to maximum <br />cul-de-sac length restrictions at their June 5, 2003 meeting. The variance granted allows Rabbit <br />Street to extend a maximum of 957 feet. The City Council reviewed the sketch plan for Tiger <br />Meadows on April 22, 2003, the City Council directed staff to work with the City Attorney to <br />determine the best option for providing a connection from Rabbit Street to Nutria Street. Staff is <br />in the process of researching options and feasibility of such connection. The preliminary plat is <br />providing for the required number of trees to be planted for each newly created lot. Staff is <br />recommending that the developer provide at least one additional conifer species in the proposed <br />species palette. The Planning Commission reviewed the preliminary plat and held a public <br />hearing on June 5, 2003.
