An interview panel consisting of Councilmember Kurak, Councilmember Cook, Councitmember <br />Pearson, Public Safety Board Member Dave Lewandowski, and Public Safety Chairperson Tom <br />Anderson interviewed Joe Riddle to fill the vacancy on the Public Safety Board <br /> <br />Following the interview with Mr. Riddle the interview panel discussed his qualifications and <br />recommended that he fill the vacancy on the Public Safety Board. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council appoint Mr. Joe Riddle to the Public Safety Board for a four-year term ending <br />December 31, 2006. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Kurak, Pearson, and Public <br />Safety Board Chairperson Anderson, and Member Lewandowski. <br /> <br />Councilmember Kurak inquired as to where staff was at with drafting new interview questions <br />for the different commissions. <br /> <br />Interim Human Resources Manager Reed stated that she had not made any official changes to the <br />document because she was not aware that there had been direction to do so. <br /> <br />Councilmember Cook recormnended that there be different questions for the different <br />cormnissions. <br /> <br />Interim Human Resources Manager Reed stated that in preparing this staff report it came to her. <br />attention that term expiration dates have not been established for the following Public Safety <br />Board Members: Tom Anderson, Brad Pap[ham and David Lewandowski. Section 2.03.02, <br />sub& 3 of the City Code states that board or commission members shall be appointed to <br />staggered four-year terms. Section 2.03.02 sub& 6 indicates that board and commission <br />members are limited to two consecutive four-year terms plus a partial term of a predecessor. <br />After speaking with members of the Public Safety Board, it appears that Mr. Anderson has been <br />serving on the Board for approximately two years, therefore, staff recommends a term expiration <br />date of December 31, 2004. Mr. Paplham has been serving on the Board since November 2002, <br />therefore, staff recommends a term expiration date of December 31, 2006. Mr. Lewandowski has <br />served on the board for approximately five years, therefore, staff recommends a ten:n e~p~ration <br />date of December 31, 2005. Establishing the recommended expiration dates will force proper <br />staggering of terms as per the City Code. Those members who are currently serving their first <br />term would be eligible for reappointment. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to recommend that the <br />City Council establish the following term expiration dates for Public Safety Board Members: <br /> <br />Tom Anderson Resident December 31, 2004 1st Term <br />Alison Ward Resident December 31, 2005 1st Term <br />Vacant Resident December 31, 2006 1st Term <br />Brad Paplham Police Rep December 31, 2006 I st Term <br />David Lewandowski Fire Rep December 31, 2005 1st Term <br /> <br />-18- <br /> <br />Personnel Committee/May 13, 2003 <br /> Page 2 of 10 <br /> <br /> <br />
