Preliminary Plat Review: Alpine Acres 2nd Addition May 30, 2003, revised June 20, 2003 Page 3 of 4 -232- Sidewalks: City Code requires the installation of sidewalks along one side of all non cul-de~sac public streets. Sidewalks will not be required in this subdivision as it will be served by a private street. Open S~)ace: City Ordinances require that at least 40% of the development consist of open space. Qualifying areas include grassed lawns, landscaped areas, gardens, natural areas, landscape rock, mulch, wetlandS, and ponding areas. At least 10% of the open space must be shown as an easily identifiable common area for the use of the surrounding residents. The development is proposing I acre of open space, which equates to 74% open space. This plat is the second phase to Alpine Acres, which contains several nodes of identifiable common open space areas. Stormwater Management Fee: The City has enacted a stormwater management fee of $375.00 per unit. A payment in the amount of $1,500 (4 x 375.00) will be required prior to the City releasing the plat for recording. Tree Preservation Plan: A tree preservation plan was not submitted to the City. However, there does appear to be some existing trees shown on the landscaping plan. It is unclear whether any of these existing trees are going to be preserved. This needs to be clarified and the prelim/nary' plat revised accordingly. :. Density Transitionin~: City Ordinances require a transition between higher density developments and lower density developments. The subject development is required to provide density transitioning along the wes:tern and northwestern edge of the development as it is located adjacent to existing single-family homes. The preliminary plat is proposing to satisfy density transitioning th_rough the landscape buffer option. The buffer area is required to be a twenty-five (25) foot wide area located along the common boundary. The northern boundary of the development abutting existing single-family homes is roughly 180 feet. This results in the need for four (4) conifers, four (4) deciduous oYerstory trees, and three (3) ornamentals. The landscaping plan dated April 30, 2003 does not specify which plantings are being used to fulfill the density transitioning requirements. However, within the twenty-five foot buffer area, there are four (4) deciduous overstory trees, three (3) ornamentals, and one conifer. Therefore, to fulfill the density transitioning requirement for the northern boundary., an additional three (3) conifers need to be installed. The western boundary of the development abutting an existing single family house is roughly 200 feet. To fulfill hke density transitiomng requirements for this common boundary,-there needs to be four (4) conifers, four (4) deciduous overstory trees, and four (4) ornamentals." Again, the current plan does not specify which trees are being used to fulfill these requirements. However, within the twenty-five foot buffer area, the plan does show five (5) conifers, four (4) deciduous overstory trees and no ornamentals. Thus, a minimum of four (4) ornamental trees need to be installed to satisfy density transitioning requirements.
