process for a Patrol Officer began just six months ago, and in order to maximize the City's
investment of staff time and money, staffrevisited the list of candidates from the November 2002
recruitment process. Subsequently, staff began discussions with Ryan Law, a finalist from the
November 2002 recruitment process, regarding his interest in the position. Mr. Law confirmed
his interest in the position. A pre-employment background investigation was conducted by the
police department. Mr. Law's' background investigation, psychological and physical agility
exams were all reported as satisfactory. Mr. Law has been scheduled for a pre-employment
physical and drug/alcohol screen. Staff recommends that Greg Sullivan's resignation be
accepted. Staff further recommends that Ryan Law be hired to fill the vacant Patrol Officer
position at an annual rate of $42,455. All other personnel policies and LELS contract provisions
will apply normally. This appointment is contingent upon a satisfactory pre-employment
physical and drug/alcohol screen. Staff recommended that
Mr. Huffs resignation be accepted. Minnesota Statutes require that cities appoint a new
Building Official within 15 days of a vacancy. In order to meet this deadline, staff has met with
three companies that provide inspections services on a contract basis. Services provided would
include leadership in the areas of staff development and guidance, residential and commercial
code compliance, plan review, and inspections. The consensus among staff is that Inspectron,
Inc. best meets the needs of the City at this time. Staff recommended that Glyn Huffs
resignation be accepted and that Ron Wasmund of Inspectron, Inc be designated as the City's
Building Official for an interim period of six months beginning May 14, 2003. The rate of
compensation will be $65 per hour for approximately 20 hours per week.

Councilmember Pearson inquired as to how much of a building official's work is done on a
computer in a year.

Personnel Committee/May 13, 2003
Page 5 ofl0

-21-
