REQUEST FOR PRELIMINARY PLAT REVIEW OF TIGER MEADOWS <br />CASE OF MONARCH HOMES <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Monarch Homes has submitted a preliminary plat to develop property located east of Tiger Street <br />and north of Armstrong Blvd. (County Road 83). <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) Draft Planning Commission meeting minutes dated June 5, 2003 <br />d) Letter from Kelly Thomas <br />e) City Staff review letter dated May 30, 2003, revised June 20, 2003 <br />f) Proposed Preliminary Plat Resolution approving the plat <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hear/.ng to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />Monarch Homes has a purchase 'agreement to develop Mr. Johnston's 35.41-acre parcel. The <br />subject property is zoned R-1 Single Family and is located in the Rural Developing Area. The <br />applicant is proposing to plat 11 new single-family rural lots and 1 existing homestead. The' <br />proposed lots meet or exceed the 2.5-acre minimum lot size requirement in the Rural Developing <br />Area. Each lot will be served by an on-site septic system and private well. All of the lots meet or <br />exceed the 200-feet of street frontage requireme.nt. <br /> <br />The development' is proposing to gain access from Tiger Street. The preliminary plat is also <br />providing for a future access to the north that will someday connect to the dead end road located <br />in Alicia Addition, an existing 14 rural lot residential development located north of the subject <br />property. The preliminary plat is also proposing to extend Rabbit Street to the southeastern <br />corner of the plat boundary line in order to provide an opportunity for a future connection to <br />Nutria Street, which is located in Autumn Heights subdivision immediately east of the subject <br />property. Providing for the opportunity for a future street connection results in Rabbit Street <br />exceeding the City's maximum 600-foot cul-de-sac length requirements by 357 feet. The Board <br />of Adjustment granted a variance to maximum cul-de-sac length restrictions at their Jzme 5, 2003 <br />meeting. The variance granted allows Rabbit Street to extend a maximum of 957 feet. <br /> <br />As you may recall when the City Council reviewed the sketch plan for Tiger Meadows on April <br />22, 2003, the City Council directed staff to work with the City Attorney to determine the best <br />option for providing a connection from Rabbit Street to Nutria Street.
