The preliminary plat is providing for the required number of trees to be planted for each newly <br />created lot. Staff is recommending that the developer provide at least one additional conifer <br />species in the proposed species palette. <br /> <br />The Plarming Commission reviewed the preliminary plat and held a public hearing on June 5, <br />2003. During the public hearing Kelly Thomas, 8433 168th Lane, stated that she was concerned <br />with discussions regarding the connection of Rabbit Street to Nutria Street. It is Ms. Thomas's <br />opinion that connecting Rabbit Street to Nutria Street will provide for a considerable amount of <br />increase in traffic to 167th Lane. Ms. Thomas stated that 167th Lane is already a dangerous road <br />due to it's curvy con_figuration. Subsequent to the Planning Commission meeting Ms. Thomas <br />submitted a letter stating her concerns and obi ection to connecting Rabbit Street to Nutria Street. <br />It should be noted that the preliminary plat of Tiger Meadows is not providing for a connection. <br />During the sketch plan review of Tiger Meadows the City Council stated interest in providing for <br />a connection from Rabbit Street to Nutria Street, however staff was only directed to research <br />possible options. The City Council directed the developer to provide a temporary cul-de,sac to <br />the southeastern plat boundary line, <br /> <br />Also during the public hearing, Taisal Diedrich, 16919 Tiger Street, inquired whether it would be <br />possible to shift 170TM Avenue north in order to provide more separation from the public street to <br />her northern property boundary line. Subsequent to the Planning Commission meeting the <br />developer revised the preliminary plat and shifted 170th Avenue an additional 10 feet north. <br />Shifting 170th Avenue any further north will be problematic due to the existing wetland located <br />just north of 170th Avenue on'Lot 1, Block 1. In an attempt to provide for some screening along <br />Ms. Diedrich's northern property line, the developer provided four 6-feet tall coniferous trees <br />within the right of way of 170th Avenue. Staff is recommending that the developer provide an <br />additional five coniferous trees. The preliminary plat indicates that Ms. Diedrich's house is <br />located approximately 175 feet from the edge of the payment of 170th Avenue. <br /> <br />Recommendation: <br /> <br />The Planning Corrmaission recommended that the City Council approve the prelim/nary plat <br />contingent upon 'compliance with City Staff Review Letter dated May 30, 2003, the developer <br />revising the preliminary plat to provide for appropriate screening from 170th Avenue to the <br />existing single family residential lot located at 16919 Tiger Street, and the development receiving <br />a variance to cul-de-sac length restrictions. <br /> <br />The preliminary plat has been revised to address the Planning Commissions recommendations. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # approving the preliminary plat of Tiger Meadows <br />contingent upon compliance with City Staff Review Letter dated May 30, 2003, revised June 20, <br />2003.
