ESTABLISHING <br />DEVELOPMENT OF CERT.~N P.~P~CELS OF <br />RANISEY, AINOKA COUNTY, iVlINNESOTA <br /> <br />A- MORATORiUM ON. THE <br />LAND WITHIN TI-IE .CI.TY OF <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION I. AUTHORiTY <br /> <br />This Ordinance is adopted pursuant ~o that authority granted tO the City"by 5z[SA 462.35.5, Subd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAlVIBLE .~qD PURPOSE <br /> <br />WHEREAS, the City of Ramsey is part of an area experiencing growth in population and <br />employment; and <br /> <br />~VH_EREAS, as a consequence of growth in this part of the re,on and adjacent areas., there has <br />been significant traffic increases along the TH 169, TH 10, TH 101, and 1-94 corridors, causing <br />substantial delays at the individual corridor crossings of the Mississippi River dufir~g the rush <br />ho uts; and <br /> <br />WHEREAS, ti-tis increased traffic congestion along 'these corridors has been recognized as a <br />re~onal priority in the Mirmeso.ta Department of Transportation (lVlrffDOT) Metro Division 2005 <br />- 2025 Transportation System Plan, MetropOlitan Council's Transportation Poli.cy Plan; and <br /> <br />WHEREAS, the Anoka County Comprehensive Plan, the Hennepin County Transportation <br />Systems PIan, and the Comprehensive Plans' of the cities of Ramsey and Dayton 'contemplate the <br />expansion of a Northwest Metro roadway connection, .involving a Mississippi River crossing <br />between Ramsey and Dayton; and <br /> <br />WHEREAS, Mn/DOT, Anoka County, and t-Iennepin County have expressed a willing-ness to <br />finance and participate in a Northwest Metro CorzSdor and River Crossing Study to consider a. <br />long-term option to address the relief of the highway corridors and fiver crossings; and <br /> <br />WHEREAS, the City of Ramsey acknowledges that it is ha the best interest of the City to study <br />the potential for a future river crossing and to examine the impacts of options on the cities, <br />counties, and properties in the-northwes;t metropolitan- area;, and <br /> <br />WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />development of certain parcels is necessary to protect the planning process and the health, safety <br /> <br />-303- <br /> <br /> <br />
