Subd. 7. Stairways, porches, decks and balconies. Every stairway, inside <br />or outside of a dwelling, and every porch, balcony or deck shall be kept in a safe <br />condition and sound repair, and conform to the Minnesota State Building Code <br />requiremems. <br /> <br /> Subd. 8. Doors, locks, and security. No owner shall occupy nor let to <br />another for occupancy any dwelling unit unless all exterior doors of the dwelling in it are <br />equipped with safe, functioning, locking devices that meet the requirements of the State <br />Building and Fire Codes. Residential common interest and rental facilities with common <br />entrances shall be furnished with door locks that follow the same codes as well. If an <br />alarm system is installed, at no time shall the system secure the doors so that occupants <br />can not escape in the event of an emergency. The system shall be tested and approved by' <br />the authority having jurisdiction. <br /> <br /> Subd. 9. Drives and parking areas. The association of any common <br />interest facility or the owner of any rental facility shall be responsible for providing and <br />maintaining in good condition paved and delineated parking areas and drives for residents or <br />users consistent with alt standards of this Code. In addition, the owner or association shall be <br />responsible for the installation and maintenance of all necessary street and direction signs on <br />private drives within a facility, and of all fire lane signs required in that facility. <br /> <br />Subd. 10. Fire Exits. <br /> <br />(a) <br /> <br />(b) <br /> <br />No fire exit shall be permitted which is so far removed from any <br />dwelling unit or in such condition as to be deemed unsafe or <br />dangerous and not fit for the purpose. <br /> <br />All exit stairways in multiple dwellings having more than two <br />occupied levels shall be separated from each other by a substantial <br />separation of at least a 'one hour i~re resistance rating as detailed in <br />the State Building and Fire Codes as adopted by City Ordinance. <br /> <br />(c) <br /> <br />All multiple family dwellings having more than two levels, with <br />the lowest level at an elevation less than grade and having the exit <br />at grade level, shall provide a substantial barrier (constructed and <br />placed) to prevent a person from proceeding down the stairs to a <br />level lower than the level of exit. <br /> <br /> Subd. 11. Prohibiting Inside Connection of External Appliances. It shall be <br />unlawful for the owner of any multiple dwelling to allow long-term use of electrical drop cords, <br />extension cords or any electrical wire to run from any electrical outlet from inside the multiple <br />dwelling for service to an electrical appliance outside of a multiple dwelling. . <br /> <br /> Subd. 12. Snow removal. The association of any common interest facility or <br />the owner of any rental facility, either directly or through the owner's agent, operator, or <br />manager, shall be responsible for cleaning and ma!ntaining all walks, steps, drives, and parking <br /> <br />-$24- 13 <br /> <br /> <br />
