CONSIDER REORGANIZATION OF THE <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br />The Community Development Director is proposing a reorganization in the Community <br />Development Department as shown in Exhibit B. (Exhibit A shows the current department <br />structure.) The proposed change, which creates an Assistant Community Development <br />Director position, will provide an additional level of hands-on supervision for the Planning, <br />EDA, Housing and Town Center functions. This position would also be in charge of the <br />entire Community Deyelopment Department in the absence of the Director. <br /> <br />If the Council accepts this recommendation for a reorganization within Cornrnunity - <br />Development, staff recommends that Patrick Trudgeon be promoted to Assistant Community <br />Development Director. <br /> <br /> Fiscal Impact <br />If the Council accepts staff's recommendations to create an Assistant Community <br />Development Director and to promote Patrick Trudgeon to the position, staff would also <br />recommend that the maximum salary for the Assistant Community Development Director <br />position be set at $76,463. Mr. Trudgeon would remain at his current step until January 1, <br />.2004, when the new pay scale would take effect. This would be an increase of $1306 <br />annually over Mr. Trudgeon's current salary range. <br /> <br />Staff Recommendation: 1. Authorize a reorganization of the Community Development Department by <br /> creating an Assistant Community Development Director position. <br /> 2. Pending approval of R_ecommendation 1, promote Patrick Trudgeon to the position <br /> of Assistant Community Development Director. <br /> 3. Establish a maximum annual salary of 76,463 effective January 1, 2004. <br /> <br />Committee Action: <br /> 1. Make a motion recommending that the City Council authorize a reorganization in <br /> the Community Development Department by creating an Assistant Community <br /> Development Director position. <br /> 2. Pendi'ng approval of Recommendation #1, the City Council authorizes the <br /> promotion of Patrick Trudgeon to the position of Assistant Community <br /> Development Director effective June 25, 2003 with a six-month probationary <br /> period. <br /> 3.
